Job Overview:
The position of Regional Emergency Surge Project Support Officer is critical in supporting the coordination and implementation of program support-related activities within the Regional Crisis Facility surge operations. The officer will work under the supervision of the Regional Thematic Specialist and the Regional Emergency Surge Officer, contributing to the design and development of new programs/projects. This role requires maintaining up-to-date knowledge of all projects and programs implemented by the Country Office, providing informed support and insights. The officer will also assist in liaising between IOM financial officials and program managers to ensure compliance with financial requirements, contribute to the development of emergency appeals, and support the preparation and submission of reports in line with various management systems. The position demands a proactive approach to identifying ways to achieve maximum efficiency in program delivery and supporting monitoring activities to assess project implementation.

Duties and Responsibilities:
The duties and responsibilities of the Regional Emergency Surge Project Support Officer include: supporting the coordination of operational, administrative, and financial aspects of ongoing projects; assisting in the development of internal and external reporting tools; contributing to the assessment of program implementation modalities; supporting the continuous review of project implementation strategies; contributing to monitoring activities; identifying, training, and supervising team members; undertaking frequent duty travel; providing technical support for establishing governmental and non-governmental platforms; participating in inter-agency meetings; and performing other duties as assigned. This role requires a high level of collaboration with various stakeholders, including government counterparts and UN agencies, to ensure effective program management and response to crises.

Required Qualifications:
Candidates must possess a Master’s degree in Political or Social Sciences, International Relations, Humanitarian Affairs, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a Bachelor’s degree in the same fields with four years of relevant experience is acceptable. The role requires experience in coordinating and managing various program units, establishing working relations with government counterparts and UN agencies, and experience in the field of migration or development, preferably in post-conflict or hardship locations. Additionally, experience in project design is essential.

Educational Background:
The educational background required for this position includes a Master’s degree in Political or Social Sciences, International Relations, Humanitarian Affairs, or a related field from an accredited academic institution. A Bachelor’s degree in the same fields is acceptable if accompanied by additional relevant professional experience. This educational foundation is crucial for understanding the complexities of migration and humanitarian response.

Experience:
The position requires candidates to have a minimum of two years of relevant professional experience if they hold a Master’s degree, or four years if they have a Bachelor’s degree. Experience in coordinating and managing various program units is essential, as is the ability to establish and maintain working relations with government counterparts and UN agencies. Candidates should also have experience in the field of migration or development, particularly in post-conflict and hardship locations, and experience in project design is highly desirable.

Languages:
Fluency in English, both oral and written, is required for this position. Working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The contract type for this position is Special Short Term Graded, with an initial duration of six months and the possibility of extension. The position is classified at the P-2 grade level and is open only to internal candidates and former IOM staff members who were separated in the last 12 months due to the structural adjustment process. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. Candidates must be mobile and willing to undertake frequent duty travel as required.
