Job Overview: The Programme Manager for the Politico-Military Department (PMD) will play a crucial role in defining the strategic direction of the PMD, ensuring the effective allocation and monitoring of resources for the implementation of the PMD programme. This position requires a deep understanding of transnational threats and law enforcement cooperation, with a focus on security sector governance, counter-terrorism, and preventing/countering violent extremism (VERLT). The incumbent will be responsible for keeping abreast of relevant political and security developments, leading the development and coordination of activities related to counter-terrorism, organized crime, and drug trafficking, among others. The role demands strong leadership skills and the ability to work collaboratively with various stakeholders to ensure the successful implementation of the PMD's objectives.
Duties and Responsibilities: The incumbent will be tasked with defining the strategic direction of the PMD, allocating and monitoring resources, and ensuring the relevance of the PMD programme. Key responsibilities include:
Leading the development and implementation of PMD activities related to counter-terrorism, VERLT, organized crime, and drug trafficking.
Ensuring compliance with the OSCE Common Regulatory Management System (CRMS) in all PMD projects.
Supervising National Officers and ensuring close cooperation with relevant departments on project development and compliance.
Coordinating with other Programme Managers to align their programmes with the POiB mandate.
Identifying and maintaining communication with local and international stakeholders to support effective programme implementation.
Preparing outreach and communication materials to describe PMD activities and achievements.
Ensuring timely and accurate reporting on programme implementation.
Representing the POiB at international donor coordination meetings as required.
Performing other duties as assigned.
Required Qualifications: Candidates must possess a minimum of five years of relevant project management experience, with proven skills in preparing analytical and project reports. Excellent written and verbal communication skills are essential, along with a good knowledge of regional political history and current developments. Demonstrated diplomatic and negotiation skills are required, and familiarity with OSCE principles and commitments is considered an asset. Candidates should also have strong analytical, organizational, and interpersonal skills, with the ability to compile and analyze relevant information effectively.
Educational Background: The position requires an advanced (second-level) university degree in international politics, security studies, law enforcement, or a related field. Alternatively, professional qualifications from certified award-granting bodies or military/police educational institutions may be accepted in lieu of a university degree. A first-level university degree combined with two years of additional qualifying experience may also be accepted in lieu of the second-level university degree.
Experience: Candidates should have a minimum of six years of relevant, diversified, and progressively responsible professional experience, including at least three years at the management level relevant to the position. Experience in political reform, law enforcement reforms, and working in international organizations or OSCE field operations is highly desirable. Previous international work experience, particularly in the Commonwealth of Independent States (CIS) and Central Asia, is preferred.
Languages: Professional fluency in English, both oral and written, is mandatory. A working knowledge of the Russian language is also required. Additional language skills may be considered an asset, enhancing the candidate's ability to communicate effectively in a diverse environment.
Additional Notes: This position is classified as a fixed-term contract with a full-time schedule. It is an international secondment role, meaning that candidates must be internationally recruited and cannot be nationals or permanent residents of the duty station.
