Job Overview:
The QRT Team Leader (Survey/EOD EORE Team Leader) plays a crucial role in conducting Non-Technical Surveys (NTS) and collecting reliable information about hazardous areas, particularly in regions where the Humanitarian Demining Program (HDP) has planned clearance operations. This position requires a quick response to emergency Explosive Ordnance Disposal (EOD) tasks reported by affected communities, focusing on clearing small-sized emergency mine/Explosive Remnants of War (ERW) hazards in support of the DMAC Emergency Hotline system. The team leader will oversee the activities of Explosive Ordnance Risk Education (EORE) facilitators to ensure that Risk Education sessions are conducted according to Standard Operating Procedures (SOP). The role demands strong leadership and a comprehensive understanding of survey methodologies, as well as the ability to manage and coordinate team activities effectively.

Duties and Responsibilities:
The QRT Team Leader is responsible for direct supervision of the survey and EOD team at operational sites. This includes obtaining necessary surveys from official government bodies, conducting quality assurance and quality control checks of team performance, and ensuring compliance with safety protocols. The team leader must establish an evacuation plan and manage the storage, inventory, and transportation of explosives. Effective communication within the team is essential, and the leader must provide timely reports to the relevant radio room/operator regarding team movements and operations. Daily safety briefs are to be conducted before operational activities commence. The team leader is also tasked with maintaining equipment, reporting any faults, and overseeing the activities of EORE facilitators to ensure adherence to guidelines. Additionally, the leader must establish and maintain strong relationships with local authorities and communities, ensuring that all relevant parties are informed prior to controlled demolitions. The role may also involve undertaking other tasks as directed by the Operation Officer or HDP Team Leader.

Required Qualifications:
Candidates must possess a minimum of five years of de-mining experience, specifically in Mine/ERW clearance, along with at least two years of experience in a team leader position within survey/EOD operations. A minimum of one year of experience in EORE is also required. The ideal candidate should hold EOD qualifications at the AMAS/IMAS level 3 and demonstrate strong communication and report writing skills. Additionally, candidates should have completed relevant training courses, including team leader and basic management courses, as well as TS and NTS course certificates.

Educational Background:
The educational requirements for this position include a high school diploma, with relevant certificates attached. Candidates must also possess a team leader course certificate, a basic management course certificate, and EOD level 2 and 3 certificates. These qualifications ensure that the candidate has the necessary foundational knowledge and skills to effectively lead the team and manage operations in hazardous environments.

Experience:
The position requires a minimum of five years of experience in de-mining, specifically in Mine/ERW clearance operations. Candidates should have at least two years of experience in a team leader role within survey/EOD operations and one year of experience in EORE. This level of experience is critical to ensure that the team leader can effectively manage and coordinate the activities of the survey and EOD teams, as well as respond to emergency situations.

Languages:
Fluency in Pashto and Dari is mandatory, while basic proficiency in English is also required. Candidates should be able to utilize computer programs such as DOS, Windows, Word, and Excel, which are essential for reporting and communication purposes.
