Job Overview: The Programme Associate (Shelter and Settlement) position is crucial for the effective coordination and management of IOM Sudan's Shelter and Settlement activities. This role involves supporting the Programme Coordinator in ensuring that vulnerable populations in Sudan receive timely assistance in the form of Non-Food Items (NFIs), shelter, and health care (HK). The Programme Associate will be responsible for various tasks including planning, coordinating, and executing the distribution of essential items, as well as monitoring and reporting on these activities. The position requires a proactive approach to liaising with stakeholders, managing logistics, and ensuring compliance with IOM's operational standards. The Programme Associate will also assist in the development of guidelines and standard operating procedures to enhance the effectiveness of partner organizations involved in shelter and settlement initiatives.
Duties and Responsibilities: The duties and responsibilities of the Programme Associate include but are not limited to:
Supporting the planning and execution of all phases of distribution of NFIs, shelter, and HK assistance, from initial planning to final monitoring.
Providing guidance and materials to IOM common pipeline partners for conducting needs assessments and distributions.
Coordinating with IOM approved partners to facilitate the receipt of shelter and NFI items from IOM warehouses.
Preparing distribution reports that include analysis and recommendations for future actions.
Providing administrative support for the shelter, NFI, and HK Programme, including preparing Purchase Requests and following up on Purchase Orders.
Supporting payment requests for services and goods supplied, and coordinating with the Logistics and Procurement Unit.
Ensuring accurate record-keeping and follow-up on issues related to the dispatch of NFI/shelter stock.
Attending coordination meetings with Sub-cluster partners and IOM common pipeline partners to discuss approaches to shelter and NFI assistance. 1
Assisting in obtaining necessary permits for transporting relief items and staff movement. 1
Undertaking duty travel as necessary to support field staff.
Required Qualifications: Candidates must possess a Bachelor’s degree in Administration Management or a related field from an accredited institution, along with at least three years of relevant working experience. Alternatively, candidates with a Secondary School Diploma and a minimum of five years of relevant experience will also be considered. Experience in administrative support or similar roles is essential, and previous work with NGOs or international organizations is highly advantageous. Familiarity with emergency contexts and executive assistance is a significant plus.
Educational Background: The educational background required for this position includes a Bachelor’s degree in Administration Management or a related field from an accredited academic institution. Accredited universities are those listed in the UNESCO World Higher Education Database. Candidates with a Secondary School Diploma may also apply if they have the requisite experience.
Experience: The position requires candidates to have a minimum of three years of relevant working experience if they hold a Bachelor’s degree, or five years if they possess a Secondary School Diploma. Experience in administrative support roles, particularly within NGOs or international organizations, is preferred. Candidates with experience in emergency contexts and knowledge of government liaison processes will be given priority.
Languages: Fluency in both English and Arabic is mandatory for this position, with proficiency in both oral and written communication being essential. IOM's official languages also include French and Spanish, and proficiency in these languages may be considered an asset during the selection process. Candidates will be evaluated on their language skills through written and/or oral assessments as part of the selection process.
Additional Notes: This position is subject to local recruitment, meaning only candidates holding a valid residence and work permit for Sudan will be considered. The appointment will be contingent upon medical fitness certification, verification of residency, and necessary government authorizations. The selection process may also be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months.
