Job Overview:
The Programme Finance Associate will be responsible for administering and monitoring the budget of the Women Peace and Humanitarian Fund, ensuring compliance with UN Women’s rules and regulations. This role involves tracking the timely use of the fund's budget, compiling financial status updates, and facilitating project closures. The associate will also monitor financial management of responsible parties, review financial documents, and support financial donor reporting. Additionally, the role includes conducting training for program teams and partners, sharing best practices in financial management, and ensuring that financial processes are executed efficiently. The successful candidate will work closely with the Programme Manager and Operations Manager, contributing to the mission of empowering women and promoting inclusive peacebuilding and humanitarian action.

Duties and Responsibilities:
  • Administer and monitor the Women Peace and Humanitarian Fund Budget, ensuring compliance with UN Women rules and regulations. Track budget usage based on project timelines and agreements, compile financial status updates, and facilitate project closures. Create projects in Quantum, prepare budget revisions, and monitor transactions to ensure correct expenditure categorization.
  • Ensure quality assurance of financial management for Responsible Parties (RPs) by reviewing financial documents, conducting Risk-Based Capacity Assessments, and supporting RPs in budget preparation.
  • Compile budget utilization and delivery rates for financial donor reporting, ensuring alignment with donor agreements.
  • Facilitate knowledge building by conducting training events for program teams and partners, and disseminating lessons learned in financial management.
  • Perform other duties as necessary for the efficient functioning of the office and organization.

Required Qualifications:
The position requires a completion of secondary education as a minimum, with specialized certification in accounting and finance considered an asset. A Bachelor's degree in finance or accounting is desirable. Successful completion of the UN Women Accounting and Finance Test is mandatory as part of the selection process. Candidates should possess strong knowledge of financial rules and regulations, accounting principles, and IT tools, along with the ability to review financial documents and execute financial processes.

Educational Background:
Candidates must have completed secondary education, with specialized national or international certification in accounting and finance being an asset. A Bachelor's degree in finance or accounting is preferred. Successful completion of the UN Women Accounting and Finance Test is required for selection.

Experience:
Candidates should have at least 6 years of progressively responsible experience in finance. Experience with office software packages, web-based management systems, and modern ERP systems, preferably Oracle Cloud, is required. Additionally, experience in reviewing financial documents from local implementing partners is essential.

Languages:
Fluency in English and Arabic is required for this position, ensuring effective communication and collaboration with diverse stakeholders.
