Job Overview:
The Logistics Coordinator plays a crucial role in overseeing and optimizing logistics and procurement functions within the Norwegian Refugee Council. This position is designed for a strategic thinker who possesses strong leadership, communication, and analytical skills. The Logistics Coordinator will be responsible for managing high-value procurements, fleet operations, warehouse management, customs clearance, and conducting market assessments. The role requires a proactive approach to ensure the efficient acquisition, management, and distribution of goods and services, aligning with NRC policies and donor requirements. The successful candidate will work closely with project managers to ensure that procurement plans are timely and meet operational needs, while also maintaining compliance with all relevant regulations and guidelines.

Duties and Responsibilities:
The Logistics Coordinator will have a wide range of responsibilities, including but not limited to:
  • Procurement Planning and Strategy: Consolidating master procurement plans, coordinating with project managers, identifying opportunities for Framework Agreements (FWAs), and ensuring alignment with NRC policies and donor requirements.
  • Procurement Operations and Management: Ensuring the quality and completeness of tender documents, managing vendor communications, maintaining procurement tracking tools, and acting as the primary contact for suppliers.
  • Fleet Management: Overseeing fleet operations, monitoring vehicle utilization, managing fuel requisitions, and implementing optimization strategies.
  • Warehouse Management: Ensuring efficient warehouse operations, conducting audits, and developing standard operating procedures (SOPs).
  • Customs Clearance: Managing customs processes for international shipments, liaising with government authorities, and maintaining accurate records.
  • Market Assessment: Supporting market assessments relevant to program needs.
  • Asset Management: Conducting asset counts, ensuring compliance with donor guidelines, and preparing disposal documentation.
  • Reporting and Capacity Building: Serving as the focal point for logistics reports, providing training to teams, and ensuring adherence to NRC policies and procedures.
  • Generic Responsibilities: Implementing logistic systems, preparing reports, managing the logistics team, and ensuring safe transport of staff and goods.

Required Qualifications:
The ideal candidate for the Logistics Coordinator position will possess the following qualifications:
  • Professional competencies: Experience in a humanitarian or recovery context, documented results related to the position's responsibilities, and knowledge of leadership skills.
  • Context-specific skills: Minimum of 3 years of experience in procurement and contracts management at a senior level, preferably in a humanitarian context.
  • Technical skills: Good working knowledge of stock and fleet management, and technical knowledge in areas such as electricity, plumbing, and mechanics is considered an added value.
  • Knowledge of donor procurement rules and regulations, proven management experience, and strong administration and information management skills.
  • Strong interpersonal and communication skills, high level of computer literacy, and the ability to manage resources effectively.

Educational Background:
Candidates must have a Bachelor's degree or higher in a relevant field. This educational background is essential to ensure that the Logistics Coordinator has the necessary theoretical knowledge and understanding of logistics and procurement processes, as well as the ability to apply this knowledge in a practical humanitarian context.

Experience:
A minimum of 3 years of relevant experience in procurement and contracts management is required for this position. This experience should preferably be within a humanitarian context, demonstrating the candidate's ability to navigate complex and volatile environments while managing logistics and procurement functions effectively.

Languages:
Fluency in both English and Arabic, both written and verbal, is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders and partners in the field.
