Job Overview:
The Programme Analyst position at UN Women is crucial for delivering humanitarian objectives in Sudan, particularly in the context of the ongoing humanitarian crisis that has severely affected women and girls. The role involves providing technical and administrative support to the implementation and management of humanitarian programs, ensuring that gender perspectives are integrated into humanitarian action. The Programme Analyst will work closely with various stakeholders, including the programme and operations team, donors, and civil society, to facilitate effective coordination and implementation of programs aimed at addressing the specific needs of women and girls in crisis situations. The position requires a proactive approach to monitoring and reporting on program activities, as well as supporting advocacy efforts to promote gender equality and women's empowerment in humanitarian contexts. The Programme Analyst will also contribute to capacity building initiatives for local organizations and ensure that the voices of women are included in humanitarian decision-making processes.

Duties and Responsibilities:
The Programme Analyst will be responsible for a wide range of duties, including:
  • Providing technical and administrative support for the implementation and management of the Humanitarian programme, including monitoring program activities and evaluating partner proposals.
  • Coordinating the call/request for proposals and organizing technical review committees.
  • Supporting the financial management of programs/projects, including budget preparation and monitoring, and ensuring timely submission of financial and narrative reports by implementing partners.
  • Identifying capacity building needs of partners and implementing plans to address these needs.
  • Monitoring the progress of program activities and finances, maintaining results-based management tools, and participating in field visits to assess program performance.
  • Drafting reports on monitoring missions and program results, and providing substantive inputs for donor and UN Women reports.
  • Undertaking logistical, administrative, and financial arrangements for meetings, workshops, and events, including travel arrangements for the Programme Team.
  • Supporting inter-agency coordination through the GiHA Working Group and other platforms, including convening meetings and drafting meeting minutes.
  • Developing background documents and coordinating advocacy campaigns and knowledge management efforts related to gender in humanitarian action. 1
  • Performing other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in social sciences, human rights, gender/women's studies, humanitarian action, international development, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification is considered an added advantage. Candidates should demonstrate good program formulation, implementation, monitoring, and evaluation skills, as well as a solid understanding of gender in humanitarian action and related fields.

Educational Background:
The educational background required for this position includes a Master’s degree or equivalent in relevant fields such as social sciences, human rights, gender/women's studies, humanitarian action, or international development. A first-level university degree may be accepted if accompanied by additional qualifying experience. A project/programme management certification is also beneficial for candidates.

Experience:
The position requires at least 2 years of progressively responsible work experience in humanitarian or development program/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building. Experience in gender in humanitarian action is desirable, as is experience coordinating with government agencies, local and international civil society organizations, and donors. Proficiency in using computers and office software packages, as well as experience with web-based management systems, is essential. Familiarity with modern web-based ERP systems, particularly Oracle Cloud, is a plus. Experience working within the UN System is considered an asset.

Languages:
Fluency in English and Arabic is required for this position. Knowledge of another official UN language is desirable, which would enhance communication and collaboration in a diverse working environment.
