Job Overview:
The Programme Finance Associate will work directly on initiatives related to the Women’s Peace and Humanitarian Fund (WPHF), contributing to its mission of empowering women and promoting inclusive peacebuilding and humanitarian action. This role involves reviewing partners' documents and advising on expenditure eligibility for processing liquidations. The Programme Finance Associate will collaborate with the Program and Operations Team to ensure timely liquidations and partner advance disbursements, thoroughly reviewing transactions and supporting documents for eligibility. The position requires a strong understanding of financial management and the ability to administer and monitor the WPHF budget in compliance with UN Women rules and regulations. The successful candidate will be responsible for tracking budget utilization, compiling financial status updates, and facilitating knowledge sharing within the organization.

Duties and Responsibilities:
  • Administer and monitor the Women Peace and Humanitarian Fund Budget in compliance with UN Women rules and regulations. This includes tracking budget usage based on project end dates, compiling financial status information, and facilitating timely financial project closure.
  • Monitor and ensure quality assurance of financial management for Responsible Parties (RPs) by reviewing financial documents, supporting RPs in preparing project budgets, and ensuring timely financial reporting.
  • Support financial donor reporting by compiling budget utilization and delivery rates, ensuring alignment with donor agreements.
  • Facilitate knowledge building and sharing by conducting training events for the program team and partners, and disseminating lessons learned in financial management.
  • Perform other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
The position requires a completion of secondary education as a minimum. Specialized national or international certification in accounting and finance is considered an asset, while a Bachelor's degree in finance or accounting is desirable. Successful completion of the UN Women Accounting and Finance Test is required as part of the selection process. Candidates must possess strong knowledge of financial rules and regulations, accounting principles, and IT tools, as well as the ability to review financial documents and execute financial processes.

Educational Background:
Candidates must have completed secondary education, with specialized certification in accounting and finance being an asset. A Bachelor's degree in finance or accounting is desirable, and successful completion of the UN Women Accounting and Finance Test is required for selection.

Experience:
At least 6 years of progressively responsible experience in finance is required. Candidates should have experience in using computers and office software packages, including MS Word and Excel, as well as experience in handling web-based management systems. Familiarity with modern web-based ERP systems, preferably Oracle Cloud, is desirable. Experience in reviewing financial documents from local implementing partners is also necessary.

Languages:
Fluency in English and Arabic is required for this position. Proficiency in additional languages may be considered an asset but is not mandatory.
