Job Overview: The Finance Manager is responsible for overseeing the financial operations of the STRIDES project in Zambia. This role requires strategic financial leadership, ensuring that financial practices align with the division's goals. The Finance Manager will manage the budgeting and forecasting processes, oversee financial reporting, and ensure the integrity of financial data. Key responsibilities include developing advanced financial models, conducting variance analysis, and driving financial decision-making. The role also involves managing sub-recipient monitoring, ensuring compliance with donor requirements, and addressing financial issues as they arise. Additionally, the Finance Manager will lead resource management, optimize resource allocation, and oversee financial systems and tools to meet project needs. This position plays a crucial role in risk management and requires the ability to develop strategies to mitigate financial risks while leading a team of analysts to foster their development and performance.
Duties and Responsibilities: The Finance Manager will oversee data collection, ensuring accuracy and interpreting complex analyses for decision-making. Responsibilities include reviewing and approving monthly financial reports, finalizing financial reports for funders, and overseeing the budgeting and forecasting process. The Finance Manager will monitor and approve all budgeted project expenditures, serve as the official approver for project expenditures, and provide strategic input on financial models. The role requires collaboration with project managers to determine necessary resources and ensure budgets reflect project activities. The Finance Manager will communicate financial insights to senior management, participate in annual workplan and budget planning, and coach financial analysts. Duties also include managing confidential financial data, mentoring staff on financial policies, and ensuring compliance with GAAP and other regulations. The Finance Manager will lead financial aspects of strategic planning and oversee resource allocation to align with project workplans.
Required Qualifications: Candidates must possess comprehensive knowledge of accounting concepts, financial controls, and financial information systems. Excellent oral and written communication skills, organizational abilities, and project management skills are essential. The Finance Manager should have a strong understanding of state and federal laws impacting financial analysis and management controls, as well as familiarity with Sarbanes-Oxley (SOX) and automated financial reporting. A solid grasp of Generally Accepted Accounting Principles (GAAP) and reporting guidelines is required, along with strong leadership and managerial skills. The ability to provide strategic leadership and collaborate effectively with colleagues is crucial.
Educational Background: A Bachelor's Degree or its international equivalent in Business Administration, Information Management, Finance, Accounting, Analytics, Operations, or a related field is required. A full professional accounting certification such as CPA or ACCA is mandatory, and additional relevant training will be considered an advantage.
Experience: Candidates should have a minimum of 5-8 years of related work experience, including at least 3 years in a management role and 3 years at the corporate or organizational level. Experience managing complex awards and contracts, as well as sub-awards, is preferred. Prior work experience in a non-governmental organization (NGO) or international organization, particularly with USG funding, is also advantageous.
Languages: Fluency in English is mandatory, with the ability to read, write, and speak the language proficiently. Fluency in the host country language is also preferred, as it may be necessary for effective communication within the local context.
Additional Notes: This position is classified as a career-level manager role, working under broad direction with considerable latitude for independent action. The Finance Manager will be responsible for motivating and mentoring individuals and groups from diverse backgrounds.
