Job Overview:
The Associate Director Programs (AD Programs) will play a crucial role in the EpiC MNCH+N Project in Mozambique, which aims to enhance maternal, newborn, child health, immunization, and nutrition outcomes. This position involves working under the supervision of the EpiC Project Director, overseeing project start-up, field-level implementation, monitoring, reporting, and budget management. The AD Programs will ensure compliance with internal and external regulations, manage subgrant processes, and serve as the primary liaison with health partners and government counterparts. The role requires cultivating strong relationships with local and national stakeholders, ensuring efficient project implementation, and maintaining smooth operations between headquarters and field offices. The AD Programs will also be responsible for supervising program and finance staff, ensuring that activities are executed effectively and efficiently.

Duties and Responsibilities:
The duties and responsibilities of the Associate Director Programs include providing support to the EpiC Project Director to ensure efficient and compliant project implementation, leading project management functions, developing structured annual workplans, tracking performance, budgets, and deliverables, and managing systems and services to achieve project goals. The AD Programs will cultivate relationships with local, national, and international stakeholders, oversee partnerships, and ensure effective communication and collaboration. Responsibilities also include supporting project staff in writing protocols and reports, identifying new project initiatives and funding opportunities, recruiting and supervising staff, troubleshooting project implementation issues, and collaborating with cross-functional groups for staff development. The AD Programs will also support performance management and professional development of direct reports and perform other duties as assigned.

Required Qualifications:
Candidates must demonstrate leadership qualities with expertise in program, operations, and management. Experience in operations management, compliance, and public relations is essential. Strong oral and written communication skills are required, along with management experience with USG cooperative agreements and familiarity with Foreign Assistance Office regulations. The ability to create and maintain effective working relationships with government personnel, stakeholders, and international donor agencies is crucial. Proficiency in English is mandatory, while fluency in Portuguese is highly desired. Candidates should also possess relevant computer software skills, including MS Office, and demonstrate strong critical thinking and problem-solving abilities.

Educational Background:
A Master’s degree in Management, Public Health, or a related field is required. Candidates with Project Management (PM) Certification will be preferred. The educational background should encompass knowledge in areas such as Communications, Education, Environment, Health, Behavioral, Life/Social Sciences, International Development, or Human Development.

Experience:
Candidates should have a minimum of 10 years of relevant experience in project management, including at least 3 years of line management experience. Experience in cross-cultural communications and familiarity with US Government rules and regulations is essential. Candidates must have at least three years of progressively responsible supervisory work experience involving direct leadership of professional and support staff, oversight of staff performance, and contract/grant management.

Languages:
Fluency in English is mandatory for this position, with strong interpersonal, writing, and oral presentation skills required. Fluency in Portuguese is highly desired, as it will facilitate communication with local stakeholders and partners.
