Job Overview:
The Technical Officer (Level I – III) position is designed to provide essential technical support to staff, projects, and government counterparts, particularly in the areas of diagnosis and laboratory work. The role encompasses a wide range of responsibilities including project design, business development, and quality assurance. The officer will implement and monitor strategic initiatives, provide technical guidance on challenges related to project access and quality, and contribute to the creation of knowledge products such as reports and technical materials. The position requires collaboration with project teams and headquarters to evaluate program effectiveness and oversee technical aspects of projects, ensuring alignment with organizational strategies and standards. The Technical Officer will also play a crucial role in business development efforts, supporting opportunity identification, proposal development, and strategic partnerships.

Duties and Responsibilities:
The duties and responsibilities of the Technical Officer include providing technical direction and guidance to project staff, ensuring alignment with expected project outcomes, particularly in laboratory system strengthening. The officer will support technical aspects of projects, including capacity building for staff and partners, and will monitor project protocols, instruments, and training materials. They will develop technical briefs and reports, conduct analyses to identify areas for improvement, and assist in implementing research studies. The officer will also be responsible for developing strategies for project design and implementation, leading technical project activities, and ensuring compliance with technical and administrative requirements. Additionally, they will contribute to new business development initiatives, review technical portions of proposals, and maintain documentation of technical activities and budgets.

Required Qualifications:
Candidates must possess in-depth knowledge of laboratory systems and practices, with the ability to provide technical support for research studies. They should have proficiency in database management software and online search tools, as well as sensitivity to cultural diversity and understanding of political and ethical issues in assigned areas. Strong communication skills, both written and verbal, are essential, along with excellent organizational and analytical skills. Candidates should demonstrate project management skills and the ability to influence and collaborate with others effectively. Proficiency in Microsoft Office Suite is required, and candidates must be able to analyze and interpret data accurately.

Educational Background:
A Master’s Degree or its international equivalent in public health, medical laboratory science, or other health-related fields is required. Additional qualifications in civil society, communication, social marketing, economic development, education, environmental studies, gender studies, nutrition, research, technology, or youth-related fields are also relevant. Project Management (PM) certification is preferred.

Experience:
The position typically requires at least 6 years of relevant experience in managing data collection and providing technical assistance, particularly in diagnostic and laboratory systems. Prior experience in a non-governmental organization (NGO), government agency, or private organization is essential. Knowledge and experience in Global Health security" style="border-bottom: 1px dotted #007bff !important;">Security Projects or across multiple health sectors (human, animal, or environmental health) are desirable. Experience in international or domestic program development or management is preferred.

Languages:
Fluency in English is mandatory, with the ability to read, write, and speak proficiently. Additional language skills may be beneficial but are not specified as mandatory.
