Job Overview: The Senior Technical Officer will play a crucial role in providing high-level technical support to FHI 360 programs, particularly the Strengthening Infectious Disease Detection Systems (STRIDES) activity, with a strong emphasis on global healthsecurity" style="border-bottom: 1px dotted #007bff !important;">security and malaria. This position requires collaboration with FHI 360 colleagues, government counterparts, and other partners to ensure that interventions adhere to global standards and guidelines. The Senior Technical Officer will be responsible for project design, program quality assurance, and evaluation, implementing and monitoring strategic technical initiatives and planned activities. They will also contribute to the development of knowledge products, including reports and technical materials, and support business development efforts, such as proposal development and strategic partnerships.
Duties and Responsibilities: The Senior Technical Officer will have a comprehensive set of duties and responsibilities, including providing overall technical guidance and support in line with global standards to ensure high-quality technical implementation. They will develop and maintain project protocols, instruments, data sets, manuals, training materials, and reports related to their area of expertise. The officer will conduct analyses of project implementation to identify areas for improvement and propose appropriate technical strategies. They will assist in implementing research studies, provide mentorship, collaborate with research teams, and develop technical materials for dissemination. Additionally, they will prepare reports summarizing project results, establish budget tracking systems, and ensure compliance with client and regulatory requirements. The officer will also oversee project timelines and budgets, track expenditures, and coordinate with suppliers for procurements.
Required Qualifications: Candidates must possess in-depth knowledge of concepts, practices, and global guidelines relevant to malaria and global health security programming. They should have experience in implementing malaria and/or GHS programming, demonstrated ability to maintain effective working relationships with health officials and partners, and strong project management and technical skills. A broad understanding of quality standards and quality assurance practices is essential, along with proficiency in database management software and online search tools. Candidates must also demonstrate sensitivity to cultural diversity and possess excellent organizational, analytical, and communication skills.
Educational Background: A Master’s Degree or its international equivalent in Public Health, Epidemiology, Disease Control, Civil Society, Communication and Social Marketing, Economic Development, Education, the Environment, Gender, Health, Nutrition, Research, Technology, Youth, or a related field is required. Project Management (PM) Certification is preferred.
Experience: Typically, candidates should have at least 6 years of relevant experience managing data collection and providing technical assistance. Prior work experience in a non-governmental organization (NGO), government agency, or private organization is essential, with a preference for international or domestic program development or management experience.
Languages: Fluency in English is mandatory, with the ability to read, write, and speak clearly and professionally. Additional language skills may be beneficial but are not specified as mandatory.
Additional Notes: The position is expected to operate in a typical office environment, with the ability to spend long hours looking at a computer screen and performing repetitive tasks.
