Job Overview: The National Consultant Trainer position involves supporting the training of health staff who work in One Stop Service Units (OSSU) for survivors of gender-based violence (GBV) in Cambodia. The consultant will collaborate with an international consultant to design a comprehensive training package that aligns with OSSU Guidelines and Guidance Notes. This role requires expertise in training medical and service providers, particularly in multi-sectoral responses to GBV. The consultant will conduct four training sessions: one at the national level and three at sub-national levels, ensuring that the training is culturally relevant and conducted in Khmer. The consultant will also gather feedback from participants to refine the training materials and ensure they meet the needs of the Cambodian context. This position is crucial for enhancing the capacity of health staff to provide effective services to GBV survivors, thereby contributing to the overall mission of UNFPA in promoting health and rights for all individuals.
Duties and Responsibilities: The consultant will undertake several key tasks, including:
Providing technical input into the design of a training package by reviewing existing materials and co-developing training methodologies.
Translating training materials into Khmer and ensuring they are culturally appropriate.
Conducting four training sessions: one at the national level in Phnom Penh and three at sub-national levels in selected provinces (Kampong Cham, Siem Reap, and Kampong Speu).
Gathering and analyzing feedback from training participants to improve the training package.
Collaborating closely with the international consultant to ensure that the training meets international standards while being tailored to the Cambodian context.
Finalizing a comprehensive training package that includes both English and Khmer versions, along with a final report containing key recommendations for future training initiatives.
Required Qualifications: Candidates must possess at least five years of experience in gender-based violence and sexual reproductive health program development. They should demonstrate a thorough understanding of GBV multi-sectoral response mechanisms and health responses to GBV, including familiarity with global and regional standard operating procedures for case management. Expert knowledge of national policies and legal frameworks on GBV is essential, along with a proven understanding of existing national and subnational data on GBV. Experience working in the Cambodian context or South Asia is required, as well as proven experience in delivering training related to GBV, sexual reproductive health and rights, and multi-sectoral responses to GBV. The ability to work collaboratively with local experts and government authorities is also crucial.
Educational Background: A Master’s degree in gender studies, social work, public health, or a related field is required for this position. This educational background will provide the necessary theoretical foundation and practical skills needed to effectively engage with issues surrounding gender-based violence and health responses.
Experience: Candidates should have a minimum of five years of relevant experience, particularly in the areas of gender-based violence and sexual reproductive health program development. Experience in training delivery, particularly in the Cambodian context, is highly desirable. Familiarity with the legal and policy frameworks surrounding GBV in Cambodia will be an asset.
Languages: Fluency in both Khmer and English is mandatory for this position. The ability to communicate effectively in both languages is essential for conducting training sessions and translating materials. Additional language skills may be considered an advantage but are not required.
Additional Notes: This consultancy is expected to commence in February 2026 and conclude by June 30, 2026, with an estimated workload of 35 days. The consultant will be compensated based on deliverables, with payments made upon satisfactory completion of tasks. The role involves both desk-based work and field missions to conduct training in selected provinces.
