Job Overview:
The Junior Consultant position focuses on Integrated Risk Management, specifically in the areas of Shock-Responsive Social Protection (SRSP) and Disaster Risk Financing (DRF). The role is crucial in supporting the Cambodian government in enhancing its national social protection system and advancing its Climate and Disaster Risk Financing and Insurance (CDRFI) agenda. The consultant will work closely with various government entities and partners to implement strategies that address the vulnerabilities posed by climate change and disasters. The consultant will also contribute to resource mobilization efforts and assist in the development of reports and knowledge-sharing products related to CDRFI and social protection initiatives. This position is vital for ensuring that effective humanitarian assistance reaches those in need and that the national social protection framework is robust and responsive to shocks.

Duties and Responsibilities:
The Junior Consultant will be responsible for a wide range of duties, including:
  • Providing technical and operational support to the Royal Government of Cambodia (RGC) in strengthening the national social protection system and advancing the CDRFI agenda.
  • Supporting national counterparts in policy and program design for shock-responsive social protection and CDRFI.
  • Implementing the SRSP Operational Plan and related hazard-based scalability frameworks, including establishing cash transfer mechanisms.
  • Maintaining and strengthening strategic partnerships for social protection and disaster risk financing, collaborating with key government entities and technical partners.
  • Contributing to reporting and information dissemination efforts, including preparing concept notes, project reports, and advocacy materials.
  • Assisting in resource mobilization efforts and drafting budget requests and proposals.
  • Supporting work planning for the integrated risk management team and preparing high-quality internal briefs and reports.
  • Leading the coordination of capacity-strengthening initiatives around CDRFI for national counterparts.
  • Facilitating the development and dissemination of research and knowledge-sharing products for CDRFI. 1
  • Supporting the integration of CDRFI, SRSP, and DRM initiatives within the integrated risk management team. 1
  • Advocating for gender-responsive and nutrition-sensitive social protection. 1
  • Representing WFP in national, regional, and international forums. 1
  • Performing other tasks as required.

Required Qualifications:
Candidates must possess an advanced university degree in social sciences, environmental sciences, international development, disaster risk management, economics, or a related discipline. Additionally, candidates should have at least three years of professional experience in SRSP and/or CDRFI within a development or humanitarian context. Experience providing technical assistance to national governments on SRSP and DRF is essential, particularly in capacity strengthening for government counterparts. Candidates should also have experience in resource mobilization for SRSP and/or CDRFI, with relevant experience in Cambodia being preferred. Familiarity with coordinating relevant SRSP and CDRFI actors in Cambodia and the region, as well as experience working with WFP or other UN agencies, is advantageous. Candidates should demonstrate the ability to coordinate among various stakeholders, including government counterparts and international organizations, and possess excellent written and spoken English skills.

Educational Background:
An advanced university degree is required for this position, with a focus on disciplines such as social sciences, environmental sciences, international development, disaster risk management, economics, or related fields. This educational background is essential to understand the complexities of social protection systems and disaster risk financing.

Experience:
The position requires a minimum of three years of professional experience in areas related to Shock-Responsive Social Protection (SRSP) and Disaster Risk Financing (DRF). Candidates should have a proven track record of providing technical assistance to national governments, particularly in strengthening their capacities for SRSP and DRF. Experience in resource mobilization efforts for these initiatives is also required, along with a preference for candidates who have relevant experience in Cambodia and familiarity with the local context. Experience working with WFP or other UN agencies is considered an asset, as is the ability to effectively coordinate with various stakeholders in the field.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization and with external partners.
