Job Overview:
The position involves an international consultancy to finalize the Operational Guidance Note on One Stop Service Units (OSSU) for survivors of gender-based violence (GBV) in Cambodia and to design a training package based on this guidance. The consultant will work closely with two national consultants, one focusing on medico-legal and forensic processes and the other on GBV training. The consultancy is divided into two parts: Part A focuses on reviewing and consolidating the OSSU guidance note to ensure alignment with international standards, while Part B involves developing a comprehensive training package for service providers. The consultant will coordinate with national stakeholders, provide technical oversight, and ensure that the training materials reflect the local context and best practices. This role is crucial in addressing the high prevalence of GBV in Cambodia and improving the quality of services available to survivors.

Duties and Responsibilities:
The consultant will undertake the following duties:
  • Review and consolidate the draft Operational Guidance Note on OSSU, ensuring alignment with national and international standards.
  • Collaborate with national consultants to incorporate feedback and insights from stakeholders into the guidance note.
  • Finalize the guidance note for submission to relevant ministries and the national technical GBV working group.
  • Develop a training package based on the OSSU guidance note, integrating key components of the health response to GBV.
  • Support national consultants in rolling out training sessions in selected provinces, providing mentorship and reviewing training materials.
  • Conduct a desk-based review of existing training materials and identify areas for improvement.
  • Prepare key outputs including an inception report, consolidated guidance note, training package, and final report with recommendations for scaling up training.

Required Qualifications:
Candidates must possess at least five years of experience in GBV and sexual reproductive health program development. They should demonstrate strong knowledge of medico-legal procedures in Cambodia or the region and have a comprehensive understanding of GBV multi-sectoral response mechanisms. Expertise in national policies and legal frameworks on GBV is essential, along with proven experience in designing training packages that align with local needs and international standards. The ability to work collaboratively with local experts and provide capacity building to national governments is also required. Excellent English language skills are mandatory.

Educational Background:
A Master’s degree in gender studies, social work, public health, or a related field is required for this position. This educational background should provide a strong foundation in the principles of gender equality, social justice, and health services relevant to GBV and sexual reproductive health.

Experience:
The consultant should have a minimum of five years of relevant experience, particularly in working with GBV and sexual reproductive health programs. Familiarity with the Cambodian context or South Asia is preferred, along with a demonstrated ability to engage with national governments and local stakeholders effectively. Experience in designing and implementing training programs is crucial, as is a solid understanding of the legal and policy frameworks surrounding GBV.

Languages:
Fluency in English is mandatory for this position. Knowledge of Khmer or other local languages would be advantageous but is not required. The ability to communicate effectively in English is essential for collaboration with UNFPA and local stakeholders.

Additional Notes:
This consultancy is expected to commence in February 2026 and conclude by June 30, 2026, with a total of 24 estimated workdays. The consultant will work remotely, with the possibility of partial in-person engagement for training sessions in selected provinces. Payment will be made based on the completion of deliverables, with a structured payment schedule outlined in the job description. The consultant will report to the GBV Program Specialist and will work closely with the UNFPA Cambodia CO team and regional specialists.
