Job Overview:
The position of Regional Emergency Surge Officer is critical within IOM's Regional Crisis Support Facility (RCSF) based in Bangkok, Thailand. The officer will coordinate emergency operations and surge activities in countries affected by crises, ensuring that responses are principled, timely, effective, and contribute to longer-term recovery. The role involves managing operational, financial, and administrative aspects of emergency programs, contributing to the development of emergency response strategies, and ensuring effective coordination among various stakeholders. The officer will also be responsible for deploying and coordinating the surge team during emergencies, working closely with the Deputy Regional Director for Operations and the Regional Thematic Specialist. This position requires a proactive approach to crisis management, with a focus on building resilience and enhancing the capacity of crisis response agencies.

Duties and Responsibilities:
  • Coordinate IOM emergency actions to ensure they are principled, timely, effective, and efficient, contributing to longer-term recovery.
  • Manage all operational, financial, and administrative aspects of emergency programs, including recruitment of new staff and expansion of the emergency portfolio.
  • Develop overall direction and strategy for emergency response in coordination with relevant departments.
  • Implement comprehensive emergency responses, including effective coordination of project activities and resource mobilization efforts.
  • Collaborate with the Chief of Mission to ensure coherence between emergency responses and regular recovery activities.
  • Monitor and evaluate project activities to ensure compliance with SOPs and reporting requirements.
  • Manage information and reporting on project activities, ensuring compliance with regulations.
  • Develop partnerships with government institutions, UN agencies, NGOs, and other stakeholders to enhance coordination.
  • Liaise with donor representatives to facilitate understanding and support for programs. 1
  • Identify opportunities for new emergency response programs and develop project proposals. 1
  • Represent IOM in humanitarian partner meetings and ensure effective liaison with stakeholders. 1
  • Provide supervision and guidance to emergency response staff. 1
  • Undertake regular field travel to monitor programs and identify solutions to challenges. 1
  • Perform other duties as assigned.

Required Qualifications:
Candidates must possess a Master’s degree in Political or Social Sciences, International Relations, Humanitarian Affairs, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the same fields with seven years of relevant experience is acceptable. Candidates should have experience in emergency settings, program management, and liaising with various stakeholders, including government authorities and NGOs. Familiarity with IOM/UN administrative and financial management is also required.

Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as Political or Social Sciences, International Relations, or Humanitarian Affairs. A University degree in these fields is acceptable if accompanied by additional years of relevant professional experience. The educational qualifications should be from an accredited academic institution to ensure the candidate has a solid foundation in the necessary areas of expertise.

Experience:
The position requires significant experience in emergency settings and complex environments. Candidates should have a strong background in program management, with a deep understanding of the IOM/UN project life cycle. Experience in liaising with government authorities, inter-governmental institutions, and NGOs is essential. Familiarity with Camp Coordination and Camp Management, as well as socio-economic recovery, is also important. Candidates should demonstrate the ability to work effectively in high-pressure environments and possess solid computer skills, including proficiency in MS Office applications.

Languages:
Fluency in English is mandatory for this position, both oral and written. Working knowledge of another official UN language, such as Arabic, Chinese, French, Russian, or Spanish, is considered an advantage. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the necessary communication requirements for the role.

Additional Notes:
This position is a fixed-term contract for one year, with the possibility of extension. It is classified at the P-3 grade level and is open only to internal candidates and former IOM staff members who were separated within the last 12 months. The recruitment process is not open to external applicants. Candidates must be mobile and willing to undertake frequent duty travel to monitor emergency programs. The selection process may also be used to fill similar positions in various duty stations. Candidates must meet medical fitness requirements and comply with residency or visa requirements. IOM has a zero-tolerance policy regarding conduct incompatible with the organization's aims and objectives.
