Job Overview: The Monitoring and Reporting Specialist will play a crucial role in supporting the Kyrgyzstan Country Office by integrating monitoring and reporting into program formulation and tracking progress against strategic targets. This position requires collaboration with various stakeholders to develop monitoring indicators, review baseline data, and ensure alignment with corporate standards. The specialist will also be responsible for analyzing monitoring data, conducting joint monitoring visits, and preparing reports for internal and external audiences. The role emphasizes the importance of effective communication and stakeholder engagement, as well as the need for a strong understanding of Results-Based Management and evaluation processes. The incumbent will contribute to knowledge building and capacity development within the organization, ensuring that best practices and lessons learned are documented and shared.
Duties and Responsibilities:
Facilitate the incorporation of monitoring and reporting into program formulation by developing monitoring indicators, calendars, and quality assurance processes. Review baseline data and assist in setting targets.
Support the monitoring and tracking of results against country/regional targets and UN Women Strategic Plan by analyzing data, standardizing collection processes, and conducting joint monitoring visits.
Coordinate the preparation and submission of donor and program reports, ensuring quality and consistency in reporting.
Provide technical support in implementing the UN Women Evaluation Policy, coordinating evaluation processes, and managing consultants.
Contribute to knowledge building by documenting good practices and facilitating capacity development sessions for staff and partners.
Perform other duties as necessary for the efficient functioning of the office.
Required Qualifications: Candidates must possess a Master’s degree in Political or Social Science, Economics, International Development Studies, or Gender/Women's Studies. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. A project/programme management certification such as PMP®, PRINCE2®, or MSP® is advantageous. Candidates should have a strong understanding of program formulation, monitoring, evaluation, and reporting processes, as well as the ability to synthesize performance data and produce analytical reports.
Educational Background: A Master’s degree (or equivalent) in relevant fields such as Political or Social Science, Economics, International Development Studies, or Gender/Women's Studies is required. Alternatively, a first-level university degree with additional qualifying experience may be accepted. Certification in project/programme management is a plus.
Experience: At least 2 years of progressively responsible experience in monitoring and reporting of development projects/programmes at the national or international level is required for candidates with a Master’s degree. For those with a Bachelor’s degree, a minimum of 4 years of relevant experience is necessary. Experience within the United Nations system is desirable, along with field experience and proficiency in using office software and web-based management systems.
Languages: Fluency in English and Kyrgyz is required. Knowledge of another official UN language (such as French, Arabic, Chinese, Russian, or Spanish) is desirable, enhancing the candidate's profile for the position.
