IOM Kazakhstan is currently implementing a project funded by the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL) aimed at strengthening border security" style="border-bottom: 1px dotted #007bff !important;">security in Kazakhstan, which is a continuation of previous support for the Government of Kazakhstan's efforts to combat border-related transnational crime.

Job Overview:
The Consultant for Border Security Training will play a crucial role in enhancing the capabilities of national authorities in Kazakhstan to manage border control effectively and combat trans-border crime. This position involves developing training materials and conducting training sessions focused on 'Travel document examination and secondary-line interviewing techniques.' The consultant will work closely with IOM and other national consultants to ensure that the training is practical, interactive, and tailored to the needs of the participants. The consultant is expected to bring hands-on expertise to the development of training materials, contribute relevant case studies, and facilitate training sessions that include simulations and practical exercises. The ultimate goal is to improve the effectiveness of border control management in Kazakhstan and enhance border integrity across various entry points.

Duties and Responsibilities:
The Consultant will be responsible for several key deliverables, including:
  • Collaborating with IOM to develop comprehensive training materials on 'Travel document examination and secondary-line interviewing techniques,' which will include case studies, simulations, and best practices.
  • Assisting in the delivery of two 5-day training sessions, ensuring that the training is interactive and engaging for participants.
  • Preparing a detailed report on the training sessions conducted, which will include methodology, case studies, practical exercises, and assessments.
  • Participating in coordination meetings with IOM Astana and relevant partners to ensure alignment and collaboration throughout the project. The consultant will also be expected to provide ongoing support and expertise as needed throughout the project duration.

Required Qualifications:
Candidates must possess a postgraduate degree in Law, Psychology, or a related field, with a preference for those specializing in Migration Studies, criminal law, profiling, or border security studies. Alternatively, a university degree in the same fields with at least ten years of professional experience in law enforcement or military educational institutions is acceptable. The ideal candidate will have extensive experience in border security, particularly in conducting training for trainers in border management and profiling. Demonstrated experience in developing training materials and a strong background in migration-related topics are essential. Experience working with governmental and non-governmental institutions in Kazakhstan will be a distinct advantage, as will previous experience in international organizations. Strong analytical, verbal, and report writing skills are required, along with a willingness to travel within the country as necessary.

Educational Background:
The educational background required for this position includes a postgraduate degree in Law, Psychology, or a related field from an accredited academic institution. Candidates with a university degree in these areas must have at least ten years of relevant professional experience. The focus should be on fields such as Migration Studies, criminal law, profiling, psychology, and border security studies, which are directly applicable to the responsibilities of the consultant role.

Experience:
The position requires a minimum of eight years of professional experience in law enforcement or military educational institutions, with a strong emphasis on conducting training sessions in border management and profiling. Candidates should have a proven track record of developing training materials and facilitating workshops, particularly in the context of immigration and border governance. Experience working with relevant governmental and non-governmental institutions in Kazakhstan is highly desirable, as is familiarity with international organizations and their operational frameworks.

Languages:
Proficiency in English is mandatory, as it is one of IOM's official languages. Knowledge of French and Spanish is considered an asset, and language proficiency will be evaluated during the selection process, which may include written and/or oral assessments. Strong communication skills in English are essential for effective training delivery and reporting.

Additional Notes:
The consultancy position may involve travel within Kazakhstan as part of the training and coordination activities. The appointment is subject to funding confirmation and the candidate's medical fitness for the role. IOM provides coverage against occupational accidents and illnesses under the Compensation Plan for the duration of the consultancy, but consultants are responsible for their own medical insurance for non-occupational accidents or illnesses.
