Job Overview:
The position of Politico-Military Officer at the OSCE Programme Office in Astana is a middle management role that requires the incumbent to provide support and advice on major politico-military issues. The officer will work autonomously, developing and proposing strategies, identifying priority projects, and coordinating the implementation of activities related to the Politico-Military Dimension (PMD). The role involves managing the PMD, preparing budget proposals, and ensuring cooperation with national and international stakeholders on politico-military issues. The officer will also be responsible for compiling reports, disseminating information about OSCE activities, and supervising a team of national staff. This position is crucial for promoting the implementation of OSCE principles and commitments in Kazakhstan, particularly in areas such as border management, police reform, and counter-terrorism.

Duties and Responsibilities:
The duties and responsibilities of the Politico-Military Officer include managing the PMD and providing direction to activities in accordance with the mandate of the Programme Office in Astana. The officer will inform senior management of political priorities, develop and implement strategies to address new challenges, and prepare detailed proposals on programmatic issues. The role also involves compiling and submitting regular reports to the OSCE Secretariat, coordinating cooperation on politico-military issues with various stakeholders, and monitoring the development and implementation of projects. The officer will assist in arranging regional events, coach and supervise the PMD team, contribute to written outputs, monitor project budgets, and identify areas for potential programmatic activity. Additionally, the officer will perform other duties as required by the Head of Office.

Required Qualifications:
Candidates must possess significant experience in politico-military relations with international organizations or governments. They should have the ability to compile and analyze information of a politico-military nature, along with demonstrable organizational, analytical, communication, and interpersonal skills. Experience in negotiating and liaising with government officials and institutions is essential, as is the ability to work independently or under minimal supervision. A thorough understanding of multi-disciplinary issues in international cooperation and development is also required, along with a willingness to manage and work with a diverse team.

Educational Background:
A second-level university degree in international studies, diplomacy, military or police affairs, political science, law, public policy, or public administration is required. Alternatively, a first-level university degree combined with two years of additional qualifying experience may be accepted in lieu of the second-level degree.

Experience:
A minimum of 6 years of relevant professional experience is required for this position. Candidates should have significant working experience in fields such as security sector governance and reform, cybersecurity, countering cybercrime, border management, police reform, and countering terrorism or violent extremism.

Languages:
Professional fluency in English is mandatory, with excellent communication skills in both oral and written forms. A working knowledge of the Russian language is also required, while professional fluency in Russian is considered an asset.
