Job Overview: The Programme Coordinator will oversee the implementation of the Multi-Country Programme 'Challenging Harmful Attitudes and Norms for Gender Equality' (CHANGE), funded by the European Union. This Programme aims to address gender-based violence (GBV) as a structural and systemic issue, promoting a holistic, gender-transformative approach to shift harmful norms and advance gender equality across Central Asia. The Programme Coordinator will be responsible for planning, implementing, and coordinating the Programme's activities, ensuring compliance with financial regulations and effective management of resources. The role requires collaboration with various stakeholders, including UN agencies, civil society organizations, and government bodies, to enhance the capacity and effectiveness of responses to GBV in the region.
Duties and Responsibilities: The Programme Coordinator will lead the planning, implementation, and management of UN Women’s programme components, ensuring alignment with the approved programme document and Results and Resources Framework. Responsibilities include developing annual and quarterly work plans and budgets, monitoring programme expenditures, overseeing procurement processes, and managing small grants to civil society organizations. The Coordinator will supervise programme staff, facilitate technical exchanges, and ensure capacity development of national partners. Additionally, the role involves consolidating inputs from UN Women Country Offices, developing reporting templates, and ensuring timely and quality reporting to donors. The Coordinator will oversee the monitoring and evaluation framework, ensuring compliance with UN Women and EU standards, and will engage in advocacy and knowledge-building efforts to promote the Programme's objectives.
Required Qualifications: Candidates must possess a Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field. A project/programme management certification is an added advantage. The position requires a minimum of 5 years of progressively responsible experience in the design, planning, implementation, monitoring, and evaluation of development projects, particularly in the areas of Ending Violence Against Women and Girls and Sexual and Gender-based Violence. Experience in managing and coordinating development programmes, working with civil society organizations, and liaising with government agencies or donors is essential. Familiarity with UN systems is also beneficial.
Educational Background: A Master’s degree or equivalent in relevant fields such as social sciences, human rights, gender/women's studies, or international development is required for this position. Additional certifications in project or programme management would be advantageous, indicating a strong foundation in managing complex projects effectively.
Experience: The role requires at least 5 years of relevant experience at the national or international level, focusing on the design, planning, implementation, monitoring, and evaluation of development projects. Candidates should have technical expertise in Ending Violence Against Women and Girls and Sexual and Gender-based Violence, along with experience in managing and coordinating development programmes. Notable experience working with civil society organizations, particularly women-led organizations and women human rights defenders, is crucial. Experience in the UN system is considered an asset, enhancing the candidate's understanding of international development frameworks and practices.
Languages: Fluency in English is mandatory, and proficiency in Russian or Kazakh would be advantageous, given the regional context of the Programme. Knowledge of additional languages relevant to Central Asia may also be beneficial, enhancing communication with diverse stakeholders.
Additional Notes: The position is full-time and involves significant collaboration with various stakeholders across Central Asia. The Programme Coordinator will be expected to adhere to UN Women’s policies and procedures, including a zero-tolerance policy on conduct incompatible with the aims of the United Nations. The role may involve travel within the region to facilitate coordination and implementation of the Programme's objectives.
