Job Overview: The Project Associate position is integral to the OSCE Programme Office in Astana, specifically within the Politico-Military Dimension (PMD). This role involves contributing to the implementation of program activities focused on arms control, confidence-building measures, police and border security, and counter-terrorism efforts. The Project Associate will work closely with the Senior Politico-Military Officer and the National Programme Officer, ensuring that project activities align with the OSCE's strategic objectives. The successful candidate will engage with various stakeholders, including government officials and civil society representatives, to facilitate project development and implementation. This position requires a proactive approach to monitoring political developments in Kazakhstan, particularly in the security sector, and contributing to reporting and documentation related to the PMD's activities.
Duties and Responsibilities: The Project Associate will be responsible for a range of tasks, including:
Participating in discussions with the PMD team to identify project priorities in arms control, confidence-building measures, police and border security, and anti-terrorism efforts.
Preparing project documentation such as proposals, agreements, and contracts using OSCE templates.
Assisting in the implementation of project proposals by coordinating logistics and ensuring deadlines are met by implementing partners.
Initiating and maintaining dialogue with Kazakhstani counterparts to develop and implement projects.
Monitoring political developments in Kazakhstan, particularly regarding security reforms, and providing data for monthly activity reports.
Contributing to the PMD's reporting, including ad hoc and periodic reports, and preparing background information for events.
Maintaining contacts with civil society representatives and relevant OSCE units to coordinate efforts and prevent duplication.
Collaborating with Kazakhstani authorities to assess needs and implement projects.
Assisting with logistical preparations for OSCE delegations' visits. 1
Attending seminars and roundtables related to the PMD's expertise and preparing summary reports on these events.
Required Qualifications: Candidates must possess secondary education supplemented by formal studies in political science, law, international security, or a related field. Specialized training in international security and/or law enforcement is also required. A minimum of 6 years of working experience in project management, general administration, and report production is essential. Candidates should have a strong understanding of the local security sector and be proficient in Microsoft Office and project management software. Strong organizational, communication, and interpersonal skills are necessary, along with the ability to work effectively with diverse groups. Demonstrated gender awareness and sensitivity, as well as analytical and quantitative skills, are also required.
Educational Background: The educational background required for this position includes a high school diploma or equivalent (GED), with additional formal studies in relevant fields such as political science, law, or international security being highly advantageous. Specialized training in international security or law enforcement is also a key requirement for candidates.
Experience: Candidates should have at least 6 years of relevant working experience, particularly in project management, general administration, and producing reports. Experience in conducting independent research and familiarity with the local security sector are crucial for this role. The ability to engage with various stakeholders and manage project activities effectively is essential.
Languages: Excellent written and oral communication skills in both English and Russian are mandatory for this position. Knowledge of the Kazakh language is considered an asset, enhancing the candidate's ability to engage with local stakeholders and contribute to project implementation.
Additional Notes: This position is a full-time, fixed-term contract with a monthly remuneration of EUR 1477.8
