Job Overview: The consultant will play a crucial role in the development of a Digital Single Window on Employment, which aims to centralize information and facilitate access to services for stakeholders involved in labor migration in Burundi. This position requires a deep understanding of the functional and technical needs of the platform, as well as the ability to design and implement a solution that meets these needs while adhering to security" style="border-bottom: 1px dotted #007bff !important;">security and data protection standards. The consultant will work closely with IOM and relevant stakeholders to ensure that the platform is user-friendly and sustainable, providing ongoing support and training to users. The role demands a proactive approach to problem-solving and the ability to adapt to the evolving needs of the project.
Duties and Responsibilities:
Analyze the functional and technical needs of the Digital Single Window on Employment in consultation with IOM and relevant stakeholders.
Propose a technical architecture and a solution adapted to the identified needs, ensuring compliance with security, interoperability, and data protection standards.
Design and develop the Digital Single Window platform on employment according to validated specifications.
Conduct necessary technical and functional tests prior to the platform's production launch.
Ensure the operational deployment of the platform, overseeing all aspects of the launch process.
Train designated users, including administrators and end users, on the platform's functionalities and management.
Provide post-deployment technical support, addressing troubleshooting needs, making necessary adjustments, and optimizing the system.
Write and submit a comprehensive final consultancy report detailing activities, results, challenges, and recommendations for future improvements.
Proven professional experience of at least 10 years in the development of digital platforms or information systems.
Demonstrated experience in the design, development, and deployment of web applications or complex digital solutions.
Strong knowledge of IT security, data protection, and system interoperability standards.
Experience working with public institutions and/or international organizations is considered an asset.
Ability to produce clear technical documentation and training materials.
Excellent analytical, organizational, and problem-solving skills.
Familiarity with the Burundian context is an asset.
Educational Background: Candidates must possess an advanced university degree, either a Bachelor's or Master's degree, in fields such as Computer Science, Information Systems, Software Engineering, or a closely related discipline. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical skills to effectively design and implement the Digital Single Window on Employment.
Experience: The position requires a minimum of 10 years of proven professional experience in the development of digital platforms or information systems. This extensive experience is crucial for understanding the complexities involved in creating a robust and user-friendly digital solution that meets the needs of various stakeholders in the labor migration sector.
Languages: Fluency in French is mandatory for this position, as it is the primary language of communication within the organization and with stakeholders in Burundi. Knowledge of English is considered an asset, as it may facilitate communication with international partners and enhance the consultant's ability to access a wider range of resources and documentation.
Additional Notes: This consultancy position is expected to be full-time, with a focus on delivering results within tight deadlines. The consultant will be required to work independently while managing multiple tasks simultaneously.
