Job Overview:
The Consultant for Case and Knowledge Management will play a pivotal role in monitoring and documenting smuggling cases in Indonesia, coordinating with various internal units within IOM, and maintaining a comprehensive database of activities related to trafficking and smuggling. The consultant will be responsible for providing direct assistance to victims of trafficking, utilizing a trauma-informed and gender-sensitive approach. This position requires a proactive individual who can facilitate coordination with the Indonesian Anti-Trafficking Task Force and develop concept notes related to trafficking and smuggling issues. The consultant will also be tasked with producing quarterly updates on migration situation analysis and trends, ensuring that the information is accurate and reflective of the current landscape. The role demands a strong understanding of migration-related issues and the ability to work collaboratively with various stakeholders to achieve the organization's objectives.

Duties and Responsibilities:
The consultant will be responsible for the following duties:
  • Monitor case progress and assist case workers under the case management team, ensuring that the internal database is updated and annual statistics are developed.
  • Document smuggling cases or attempts in Indonesia through media monitoring, internal data, and credible sources.
  • Coordinate with relevant units within IOM to collect updated data and information on policy and migration governance developments, as well as trafficking and smuggling issues.
  • Maintain a comprehensive and updated database of all activities conducted by the Counter-Trafficking sub-unit.
  • Lead coordination efforts with relevant units to consolidate data related to trafficking and smuggling.
  • Provide direct assistance to victims of trafficking using a trauma-informed and gender-sensitive approach.
  • Facilitate coordination with members of the Indonesian Anti-Trafficking Task Force and relevant counterparts.
  • Support the development of concept notes related to trafficking and smuggling issues.
  • Develop two quarterly updates on migration situation analysis and trends report for the first and second quarters of 2026 based on collated information.

Required Qualifications:
The position requires a minimum of a bachelor’s degree (or equivalent advanced university degree) in Law, Political Science, Social Science, International Relations, Refugee Studies, or Education, or an equivalent combination of training and experience. Candidates should have a minimum of three years of work experience in writing, research, and direct assistance to beneficiaries, with prior experience in assisting humanitarian cases considered a significant advantage. Additionally, experience working with governmental and non-governmental institutions, as well as senior representatives involved in migration issues in Indonesia, is highly desirable. Previous experience with international organizations will be viewed favorably.

Educational Background:
Candidates must possess at least a bachelor’s degree or an equivalent advanced university degree in relevant fields such as Law, Political Science, Social Science, International Relations, Refugee Studies, or Education. An equivalent combination of training and experience may also be considered acceptable. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical skills to effectively address the complexities of migration management and trafficking issues.

Experience:
The ideal candidate should have a minimum of three years of relevant work experience, particularly in writing, research, and providing direct assistance to beneficiaries. Experience in handling humanitarian cases is a strong advantage, as is familiarity with governmental and non-governmental institutions involved in migration issues in Indonesia. Previous experience with international organizations will also be beneficial, as it demonstrates an understanding of the operational context and challenges faced in the field of migration and trafficking.

Languages:
Fluency in both English and Bahasa Indonesia, both oral and written, is mandatory for this position. The ability to communicate effectively in these languages is essential for coordinating with various stakeholders and providing assistance to victims of trafficking. While English, French, and Spanish are the official languages of IOM, proficiency in Bahasa Indonesia is crucial given the local context. Language skills will be specifically evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the necessary communication standards.

Additional Notes:
The consultancy appointment is subject to funding confirmation and will require certification that the candidate is medically fit for appointment, as well as verification of residency, visa, and authorizations by the concerned Government, where applicable. IOM covers consultants against occupational accidents and illnesses under the Compensation Plan, free of charge, for the duration of the consultancy. However, IOM does not provide evacuation or medical insurance for non-occupational accidents and illnesses, and consultants are responsible for their own medical insurance for such cases. It is important to note that IOM has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the United Nations and IOM, including sexual exploitation and abuse, sexual harassment, and discrimination. IOM does not charge any fees at any stage of the recruitment process and only accepts duly completed applications submitted through the IOM online recruitment system.
