Job Overview:
The consultant will undertake an actuarial feasibility study to inform the implementation of Law No. 3/2025 in Lebanon, which recognizes flexible, part-time, and remote work arrangements. This position involves reviewing existing benefit and social insurance schemes, conducting consultations with stakeholders, and proposing frameworks for eligible workers. The consultant will analyze data to establish key assumptions for extending National Social Security Fund (NSSF) coverage to new categories of workers. The role requires collaboration with the NSSF and ILO, ensuring that the study aligns with international standards and promotes women's economic empowerment. The consultant will report to the Country Representative and work closely with the Programme Management Specialist of Women’s Economic Empowerment.

Duties and Responsibilities:
  • Review existing documents related to benefit and social insurance schemes under the labor code, including reports and legal frameworks.
  • Conduct actuarial consultations with stakeholders and coordinate with the NSSF.
  • Propose a draft framework defining eligible workers in consultation with the NSSF.
  • Formulate data requirements and coordinate data collection with the NSSF.
  • Review data for quality and request clarifications as needed.
  • Conduct in-depth data analysis to establish key assumptions.
  • Propose and validate demographic, economic, and scheme-specific assumptions for estimating the impact of extending NSSF coverage.
  • Propose model structures for the NSSF and calibrate the actuarial model in consultation with relevant teams.
  • Review international benchmarks and synthesize lessons for Lebanon. 1
  • Propose scheme design options relevant to flexible work arrangements. 1
  • Prepare a draft report detailing data sources, analysis results, and recommendations. 1
  • Present the draft report for discussion and validation by the NSSF. 1
  • Produce a final report based on feedback received.

Required Qualifications:
  • Master’s degree or equivalent in Actuarial Science, Economics, Statistics, Finance, or a related field is required.
  • A first-level university degree with two additional years of qualifying experience may be accepted in lieu of an advanced degree.
  • A professional actuarial certification (FSA, FIA, or equivalent) is desirable.
  • At least 7 years of progressively responsible experience in gender-responsive actuarial analysis or social protection financing is required.
  • Experience with social security or pension fund modeling is desirable.
  • Excellent analytical skills and the ability to work independently are required.
  • Proven record of producing high-quality analytical and policy reports is desirable.

Educational Background:
Candidates must possess a Master’s degree or equivalent in a relevant field such as Actuarial Science, Economics, Statistics, or Finance. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A professional actuarial certification is considered an asset.

Experience:
The position requires at least 7 years of progressively responsible experience in areas such as gender-responsive actuarial analysis, social protection financing, or related financial modeling. Experience with social security or pension fund modeling is highly desirable, along with a strong analytical skill set and a proven ability to produce high-quality reports.

Languages:
Fluency in English and Arabic is mandatory for this position. Working knowledge of French is considered an asset, enhancing communication capabilities in a multilingual environment.

Additional Notes:
This consultancy is home-based with multiple field trips in Lebanon. The payment schedule is divided into three parts: 25% upon submission of the Inception Report by the end of January 2026, 25% upon submission of the Draft Report by the end of April 2026, and 50% upon submission of the Final Report and Presentation by the end of July 202
