Job Overview:
The position of International Consultant involves developing a community-based reporting mechanism for maritime crime. The consultant will work remotely and is expected to produce a concise scoping and concept document that outlines practical reporting channels, information flows, and safeguards for confidentiality and data protection. The role requires a thorough understanding of community engagement in law enforcement and maritime security, as well as the ability to analyze existing models and tailor them to specific contexts. The consultant will also be responsible for conducting desk-based research, analyzing data protection considerations, and developing a structured concept for a tech-based reporting solution. The expected duration of the consultancy is from February 1 to February 20, 2026, during which the consultant will liaise closely with the Programme Coordinator for the Mediterranean Region.

Duties and Responsibilities:
The duties and responsibilities of the International Consultant include: conducting comprehensive desk-based research on existing community-based reporting platforms and digital mechanisms; analyzing good practices in community-law enforcement cooperation; assessing key considerations related to data protection and ethical use of information; developing a structured concept for a tech-based reporting solution tailored to maritime crime; and preparing a detailed written report that presents findings, analysis, and recommendations. The consultant will need to ensure that the reporting mechanism is practical and suitable for piloting, with a clear implementation roadmap.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in fields such as law, design management, criminology, public administration, political science, international relations, or related fields. Alternatively, a first-level university degree in similar fields combined with two additional years of qualifying experience may be accepted. Additionally, a minimum of 10 years of professional experience in systems design, research, and innovation within international organizations or government institutions is required. Experience in designing and implementing digital, tech-based solutions for crisis response and community engagement is also necessary.

Educational Background:
The educational background required for this position includes an advanced university degree in relevant fields such as law, criminology, or international relations. A first-level university degree may be considered if accompanied by sufficient professional experience. This educational foundation is crucial for understanding the complexities of law enforcement and community engagement in the context of maritime security.

Experience:
The position requires a minimum of 10 years of professional experience in systems design, research, and innovation, particularly within international organizations or government settings. Candidates should have experience in developing digital and user-centered solutions for crisis response and community engagement. Experience in conducting large-scale qualitative and quantitative research and participatory assessments in complex environments is also desirable. Previous work experience with the UN or other international organizations is an advantage.

Languages:
Fluency in oral and written English is mandatory for this position, as English is one of the working languages of the United Nations. Knowledge of French is also required, as it is another working language of the UN. Additionally, knowledge of another official United Nations Secretariat language would be considered an advantage, enhancing the candidate's ability to communicate effectively in a multilingual environment.
