Job Overview:
The position of International Consultant involves a comprehensive engagement with the rehabilitation and reintegration processes within the correctional system of Sint Maarten. The consultant will be responsible for developing a Rehabilitation and Reintegration Roadmap, which will be informed by an assessment of the skills and learning needs of prisoners, as well as the educational activities available post-Hurricane Irma. The consultant will also create a Prison Industries Framework that outlines priority areas for industry engagement and legal considerations for implementation. Additionally, the consultant will establish a monitoring system to ensure compliance with recommendations from various oversight bodies, including the European Committee for the Prevention of Torture. This role requires a deep understanding of the correctional landscape and the ability to facilitate consultations with various stakeholders, including prison staff and community organizations, to foster a rehabilitative environment.

Duties and Responsibilities:
The consultant will undertake a variety of tasks, including but not limited to:
  • Submitting a consolidated matrix of recommendations based on reviews of oversight body findings, including prioritized actions for integration into reform processes.
  • Developing a Rehabilitation and Reintegration Roadmap for the new correctional facility, informed by assessments of prisoners' skills and learning needs.
  • Providing recommendations for the delivery of education services and collaboration with relevant institutions.
  • Creating a Prison Industries Framework that outlines legal considerations and business model options.
  • Establishing a monitoring system to ensure effective implementation of oversight recommendations.
  • Drafting a Memorandum of Understanding to formalize partnerships with private-sector entities.
  • Reporting on consultations with stakeholders, summarizing engagement activities and key findings.
  • Submitting internal regulations related to prisoner correspondence and visits.
  • Providing recommendations for improving prisoners' contacts with the outside world. 1
  • Compiling a final assignment report summarizing all activities and proposed next steps.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in criminology, law, social sciences, education, public administration, or a related field. Alternatively, a first-level university degree combined with two additional years of relevant professional experience may be accepted. Additionally, candidates should have at least 10 years of professional experience in criminal justice or prison management, with demonstrated experience in correctional environments and engagement with incarcerated individuals and their families. Proven experience in designing and evaluating prison education programs and vocational training initiatives is also required. Candidates should have experience in conducting assessments and facilitating workshops involving various stakeholders in the correctional system.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in criminology, law, social sciences, education, public administration, or a related field is required. A first-level university degree in a similar discipline, combined with two additional years of relevant professional experience, may be accepted in lieu of the advanced degree.

Experience:
Candidates should have a minimum of 10 years of professional experience in criminal justice, prison management, or related fields. This experience should include direct engagement with persons deprived of liberty and their families, as well as experience in the design and delivery of prison education programs and vocational training initiatives. Familiarity with the Caribbean justice and corrections context is highly desirable.

Languages:
Fluency in oral and written English is required for this position, as English is one of the working languages of the United Nations Secretariat. Knowledge of another UN language is considered an advantage, enhancing the candidate's ability to communicate effectively in a multilingual environment.
