Job Overview:
The Section Head for the Training Programme within the Department of Safeguards at the IAEA plays a crucial role in planning, guiding, coordinating, and supervising the development and implementation of training programs. This position is essential for ensuring that both IAEA staff and personnel from Member States receive the necessary training related to international safeguards. The Section Head will be responsible for assessing training needs, developing curricula, and ensuring that training is aligned with the strategic goals of the Department. The role requires strong leadership skills to foster an inclusive learning culture and to manage resources effectively. The Section Head will also engage with various stakeholders to build support for training initiatives and to mobilize resources for capacity-building activities.

Duties and Responsibilities:
The Section Head will lead and supervise the work of the Section, ensuring optimal resource utilization. Key responsibilities include conducting training needs analyses to identify required competencies for safeguards staff, designing and implementing training programs for both IAEA staff and Member States, and developing e-learning resources. The incumbent will manage and coach staff, contribute to departmental planning and budgeting, and maintain effective communication with Member States and stakeholders. Additionally, the Section Head will oversee the operation and safety compliance of training laboratories and ensure adherence to quality management systems and safety standards. The role may involve exposure to radioactive materials, necessitating medical clearance and compliance with radiation safety regulations.

Required Qualifications:
Candidates must possess a Master's Degree in nuclear science, physics, engineering, or a related field. A Bachelor's Degree with additional relevant experience may be considered in lieu of an advanced degree. A minimum of 10 years of combined experience in research, industry, and international safeguards within the nuclear fuel cycle is required. Proven management experience, including leading technical projects and teams, is essential. Candidates should also have demonstrated experience in designing and conducting training courses, with knowledge of computer-based training and knowledge management considered an asset.

Educational Background:
The educational requirements for this position include a Master's Degree in a relevant field such as nuclear science, physics, or engineering. Alternatively, a Bachelor's Degree in a stipulated field combined with two years of additional relevant experience may be accepted in lieu of an advanced degree. This educational background is critical for understanding the complexities of nuclear safeguards and training methodologies.

Experience:
The position requires a minimum of 10 years of relevant experience, which should encompass a mix of research, industrial, and international safeguards experience specifically related to the nuclear fuel cycle. Candidates should have a proven track record in management roles that involve leading teams and overseeing technical projects. Experience in designing and conducting training programs is also necessary, along with familiarity with computer-based training methodologies.

Languages:
Excellent oral and written command of English is mandatory for this position. Knowledge of other official IAEA languages, including Arabic, Chinese, French, Russian, and Spanish, is considered an asset and may enhance a candidate's profile.
