Job Overview: The Supply Chain Manager based in Gaza will be responsible for planning, managing, and providing technical and operational oversight of all supply chain activities. This includes procurement, logistics, transportation, and warehousing to ensure the effective and efficient delivery of goods to the poor and vulnerable populations. The role requires a proactive approach to anticipate and manage supply chain needs and challenges, while introducing improvement solutions. The manager will apply principles of stewardship, integrity, transparency, and accountability in all operations. The position demands collaboration with direct reports and programming leads to strengthen the supply chain management plan, ensuring compliance with CRS and donor regulations, and international standards. The manager will also oversee the procurement process, manage supplier relationships, and ensure the safety and security of logistical operations.
Duties and Responsibilities: The Supply Chain Manager will have a comprehensive set of responsibilities, including: collaborating with programming leads to enhance the supply chain management plan; determining procurement and logistics service requirements; ensuring accountability and transparency in supply chain operations; managing team dynamics and staff well-being; leading the Gaza-based procurement process; overseeing relationships with key suppliers; managing logistical infrastructure and storage facilities; ensuring compliance with safety and security protocols; overseeing inventory control and goods tracking systems; coordinating with distribution teams for effective goods receipt and dispatch; conducting regular supply chain risk assessments; and fostering a learning environment for staff development. The manager will also be responsible for creating conditions for learning and establishing a safe environment for sharing ideas and solutions.
Required Qualifications: Candidates must possess a Bachelor’s Degree in Supply Chain or a relevant field, with a minimum of 5 years of work experience in supply chain management, including logistics, procurement, transportation, and warehousing. Knowledge of public donors’ regulations, import/export legislation, and customs regulations is essential. Staff management experience conducive to a learning environment is required, along with proficiency in MS Office and information management systems. Candidates should demonstrate excellent planning, coordination, analytical skills, and ethical conduct in line with professional standards.
Educational Background: A Bachelor’s Degree in Supply Chain or a related field is required. A Master’s Degree in Supply Chain or a relevant Master’s, or equivalent experience, is strongly preferred. Professional certifications in Supply Chain are considered a plus, particularly for candidates with experience in complex humanitarian operations.
Experience: The position requires a minimum of 5 years of progressive work experience in supply chain management, with responsibilities in logistics, procurement, transportation, and warehousing. Experience working in the Middle East, particularly in Gaza or the West Bank, is strongly preferred. Candidates should have a background in managing supply chains in large humanitarian operations and familiarity with compliance and reporting in emergency situations.
Languages: Fluency in English is mandatory, including technical writing skills. Proficiency in Arabic is preferred, enhancing communication within the local context and with stakeholders.
Additional Notes: The position is based in Gaza, with frequent travel within Gaza and to the West Bank and Jordan as security allows. The role includes supervisory responsibilities and is classified under salary grade 1
