Job Overview:
The HR Assistant plays a crucial role in providing HR support services to the Pacific Sub Regional Office (PSRO) of UNFPA. This position is integral to ensuring the effective functioning of HR operations and systems that support both program and office management at the Sub-Regional and Suboffices, as well as Joint Presences at the country levels. The HR Assistant will assist in various HR functions, including recruitment, personnel administration, compliance monitoring, and the development of HR policies and processes. This role is essential in supporting UNFPA's regional strategy to achieve the International Conference on Population and Development (ICPD) and Sustainable Development Goals, ensuring that the organization can effectively respond to the complex global environment it operates within.

Duties and Responsibilities:
The HR Assistant will be responsible for a wide range of duties, including but not limited to: assisting in the preparation, issuance, and monitoring of consultancies; updating and tracking the HR IC Plan and consultant monitoring database; completing the PSEA Clear Check HR Screening list; creating learning plans for staff and monitoring mandatory learning compliance; maintaining a repository of HR policies and processes; working closely with the Admin & HR Analyst to monitor work permit and contract expirations; assisting in the development of Standard Operating Procedures (SOPs) for HR processes; liaising with the United Nations Department of Safety and security" style="border-bottom: 1px dotted #007bff !important;">Security (UNDSS) on security briefings; providing advice on Quantum HR modules and UNFPA personnel rules; maintaining accurate personnel status files; and performing general administrative tasks as required. The HR Assistant may also be assigned additional activities to ensure the success of the working team.

Required Qualifications:
Candidates must possess completed Secondary Level Education as a minimum requirement. A Bachelor’s degree or higher in human resources, public administration, or a related field is desirable. Additionally, candidates should have a minimum of 5 years of experience in similar HR roles within government, civil society organizations (CSOs), intergovernmental organizations (IGOs), or non-governmental organizations (NGOs). Experience within the UN system is considered an advantage. Relevant computer skills, particularly in MS Office Excel, strong data analysis and analytical writing skills, and knowledge of database management applications are also required. Good interpersonal, networking, and communication skills are essential for this role.

Educational Background:
The educational background required for this position includes completed Secondary Level Education as a baseline. While a Bachelor’s degree or higher in human resources, public administration studies, or a related field is desirable, it is not mandatory. The emphasis is placed on relevant experience and skills that align with the responsibilities of the HR Assistant role.

Experience:
The position requires a minimum of 5 years of experience in similar HR roles, which can be gained through work in government, civil society organizations, intergovernmental organizations, or non-governmental organizations. Experience within the UN system is advantageous, as it provides familiarity with the specific HR policies and procedures that govern UN operations. Candidates should demonstrate a strong understanding of HR functions and the ability to navigate complex administrative environments.

Languages:
Fluency in English is mandatory, and knowledge of the local language is also required. This linguistic proficiency is essential for effective communication within the organization and with external stakeholders, ensuring that the HR Assistant can fulfill their responsibilities effectively in a diverse work environment.
