Job Overview: The Digital Health Officer will play a crucial role in enhancing primary health care delivery across the Pacific region by leading the assessment of digital needs, managing product roadmaps, defining technical specifications, and overseeing the procurement and integration of software applications. This position requires a strong focus on change management initiatives to ensure that all digital activities align with established data sharing and hosting frameworks. The officer will be responsible for promoting collaboration and sustainabledigital transformation, ultimately improving health services for children, adolescents, and women. The role involves coordinating with multiple stakeholders, including Ministries of Health and external vendors, to ensure the successful implementation of the Pacific Healthy Islands Transformation (PHIT) Project, which aims to strengthen health systems in participating countries.
Duties and Responsibilities:
Programme ImplementationCoordination: Co-lead a Regional Technical Working Group to guide PHIT implementation, manage country roadmaps, and track milestones. Engage with Ministries of Health and coordinate with stakeholders to resolve blockers. Conduct digital health readiness assessments and develop strategies to address identified gaps.
Solution Architecture, Design & Specification: Develop Terms of Reference for engaging vendors, support requirements gathering, and co-facilitate validation sessions to finalize architecture and design specifications.
Adoption, Training & Change Management: Identify change champions, co-design training sessions, and monitor progress throughout the adoption process. Ensure all stakeholders are equipped and trained by solution providers.
Implementation and Rollout: Ensure quality assurance testing, user acceptance testing, and readiness for go-live. Manage post-launch stabilization and support.
Post Implementation Support & Maintenance: Monitor performance, track incidents, and gather feedback for future enhancements.
Governance, Standards & Compliance: Ensure solutions align with data sharing agreements and coordinate privacy impact assessments.
Documentation, Knowledge Management & Reporting: Maintain project management tracking and documentation repository, and contribute to monthly project status reports.
Required Qualifications: The ideal candidate must possess a Bachelor's degree in Digital Transformation, Business Analysis, ICT Management, Computer Science, Information Systems, Innovation, Digital Development, International Development, or a relevant technical field. A minimum of 2 years of professional experience in Digital Technology within a large international organization is required. Experience in identifying and implementing public sector digital solutions for large-scale projects is essential, along with familiarity with health sector digital public goods and WHO standards. Strong facilitation, documentation, and change management skills are necessary, and exposure to UNICEF or similar organizations is advantageous.
Educational Background: Candidates must have an undergraduate degree (Bachelor’s degree or equivalent) in a relevant field such as Digital Transformation, Business Analysis, ICT Management, Computer Science, Information Systems, Innovation, Digital Development, or International Development. This educational background is crucial for understanding the technical aspects of digital health solutions and their implementation in diverse contexts.
Experience: A minimum of 2 years of professional experience in Digital Technology is required, particularly in large international organizations or corporations. Candidates should have experience in designing and supporting the implementation of public sector digital solutions, especially in the health sector. Familiarity with ICT, mobile, and web-based technologies is essential, along with experience in project management and vendor coordination.
Languages: Fluency in English is mandatory. Knowledge of another official UN language or the local language of the duty station is considered an asset, enhancing communication and collaboration within the diverse Pacific region.
