Job Overview: The EVAWG Monitoring and Reporting Specialist plays a crucial role in the implementation of the Pacific Partnership Phase II programme, which aims to eliminate violence against women and girls in the Pacific. This position is responsible for integrating monitoring and reporting into the programme's execution, ensuring that the programme aligns with the Fiji MCO Strategic Plan for EVAWG. The specialist will work closely with the EVAWG Programme Specialist (Team Leader) and other technical specialists to track progress against the programme's outputs and report results to both internal and external stakeholders. The role requires a strong understanding of monitoring and evaluation frameworks, as well as the ability to synthesize data and produce analytical reports that inform decision-making. The specialist will also provide technical guidance to partners and support the development of monitoring frameworks and baseline surveys, ensuring that gender-sensitive indicators are included and that results-based management principles are adhered to. This position is vital for ensuring that the EVAWG programme is effectively implemented and that it meets its objectives in promoting gender equality and preventing violence against women and girls in the Pacific Islands.
Duties and Responsibilities: The EVAWG Monitoring and Reporting Specialist will have a comprehensive set of responsibilities, including:
Providing guidance to the EVAWG Unit in incorporating monitoring and reporting into programme formulation.
Managing the development of the Monitoring, Evaluation and Learning Framework (MELF) for the EVAWG Pacific Partnership Programme Phase II.
Supporting the EVAWG team in ensuring quality assurance of the programme through the review of results frameworks to meet SMART criteria and include gender-sensitive indicators.
Developing monitoring indicators, methodological notes, monitoring calendars, and field monitoring plans.
Coordinating annual work plan monitoring, reviews, and reporting.
Advising country offices on the clearance of donor agreements and Programme Cooperation Agreements.
Monitoring and tracking results against country-level targets for EVAWG and the UN Women Strategic Plan.
Drafting regular management briefs to inform decision-making. 1
Supporting the implementation of programme evaluations and providing technical guidance on evaluations. 1
Identifying and disseminating good practices and lessons learned from the programme's implementation. 1
Developing capacity-building tools and managing training opportunities for staff and partners in Results-Based Management and Monitoring and Evaluation.
Required Qualifications: The position requires a Master’s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, or Gender/Women's Studies. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification such as PMP®, PRINCE2®, or MSP® is considered an added advantage. Candidates must demonstrate strong knowledge of monitoring and evaluation, evaluation design, data collection and analysis, and reporting, including the formulation of SMART indicators and baseline targets. Additionally, a good understanding of programme formulation and implementation, particularly in relation to gender equality and ending violence against women and girls, is essential.
Educational Background: Candidates must possess a Master’s degree (or equivalent) in relevant fields such as Political or Social Science, Economics, International Development Studies, or Gender/Women's Studies. A first-level university degree may be accepted in combination with additional qualifying experience. A project/programme management certification is a plus, enhancing the candidate's qualifications for the role.
Experience: The position requires at least 5 years of progressively responsible experience at the national or international level in monitoring and reporting of development projects/programmes, particularly in the context of gender equality and violence against women and girls. Candidates with a Bachelor’s degree must have a minimum of 7 years of relevant experience. Experience within the United Nations system is desirable, as is proficiency in using computers and office software packages, including MS Word and Excel. Familiarity with web-based management systems and modern ERP systems, preferably Oracle Cloud, is also beneficial.
Languages: Fluency in written and spoken English is mandatory for this position. Knowledge of the local language in the duty station is considered an asset, as it may enhance communication and engagement with local stakeholders and communities.
Additional Notes: The position is based in Suva, Fiji, and is part of a full-time commitment to the UN Women Fiji Multi-Country Office. The role does not have supervisory or managerial responsibilities but requires collaboration with various stakeholders, including government agencies, civil society organizations, and other UN entities. The position is integral to the successful implementation of the EVAWG programme and contributes to the broader goals of gender equality and women's empowerment in the Pacific region.
