Duties and Responsibilities: The National Consultant will be tasked with several key responsibilities, including:
Conducting a thorough analysis of the current national financing landscape in Somalia, identifying gaps and opportunities for improvement.
Engaging with stakeholders to gather insights and perspectives on financing needs and priorities.
Providing recommendations for enhancing public finance management and mobilizing domestic resources.
Facilitating workshops and consultations to present findings and gather feedback from stakeholders.
Preparing comprehensive reports and documentation to support the implementation of the financing strategy.
Collaborating with UNDP and other partners to ensure alignment and coherence in financing initiatives.
Required Qualifications: Candidates must possess a strong background in public finance, economics, or a related field. A proven track record in developing financing strategies or frameworks at the national level is essential. Additionally, candidates should demonstrate excellent analytical and communication skills, with the ability to engage effectively with diverse stakeholders. Familiarity with the UN system and development processes is highly desirable, as is experience working in Somalia or similar contexts.
Educational Background: A minimum of a Master's degree in Public Finance, Economics, Development Studies, or a related field is required. Advanced qualifications or certifications in public finance management or development finance will be considered an asset.
Experience: The ideal candidate should have at least 5 years of relevant experience in public finance, development planning, or related areas. Experience working with international organizations, particularly in the context of developing countries, is highly valued. Previous experience in Somalia or the Horn of Africa region will be an advantage, as it demonstrates an understanding of the local context and challenges.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of Somali or other local languages would be considered a strong asset, as it would facilitate better communication with local stakeholders and enhance the effectiveness of the consultant's work.
Additional Notes: This position is classified as an individual contractor role, and the contract duration is for 40 days within a three-month period.
