Job Overview: The Human Resources Assistant will play a crucial role in supporting the Human Resources Officer and the Chief of Fund Administration in various HR functions within the OSCE Programme Office in Dushanbe. This position involves assisting in recruitment processes, payroll management, and other HR-related activities while ensuring compliance with OSCE regulations and guidelines. The incumbent will maintain close cooperation with mission staff and relevant focal points at the OSCE Secretariat, ensuring the implementation of recommendations from internal and external auditors. The role requires a proactive approach to managing recruitment timelines and processes, as well as maintaining accurate HR records and documentation.
Duties and Responsibilities: The successful candidate will be responsible for a wide range of duties, including but not limited to: assisting in the recruitment process by preparing and issuing Vacancy Notices, managing correspondence related to recruitment, pre-screening candidates, preparing interview packages, and coordinating interviews. The HR Assistant will also support the administration of Special Service Agreements by reviewing Terms of References, ensuring compliance with regulations, and managing the recruitment of Experts/Consultants. Additionally, the role involves maintaining personnel records, initiating personnel actions, and acting as a point of contact for HR-related inquiries. The HR Assistant will also draft routine correspondence and perform other duties as assigned by the Human Resources Officer.
Required Qualifications: Candidates must have completed secondary education, supplemented by relevant courses or formal training in recruitment, human resources, administration, finance, or a related field. A minimum of four years of relevant working experience in Human Resources, Administration, or Finance is required. Professional fluency in English, along with excellent communication skills in both oral and written forms, is essential. Proficiency in local languages is also necessary. Candidates should be computer literate, with practical experience using Microsoft applications, and knowledge of the ORACLE computerized system would be an asset. A demonstrated awareness of gender sensitivity and the ability to work in a diverse team environment is crucial.
Educational Background: The position requires a high school diploma or equivalent (GED). Additional qualifications in human resources, administration, finance, or related fields are highly desirable. Candidates with formal training or certifications in recruitment processes will have an advantage in the selection process.
Experience: The ideal candidate should possess a minimum of four years of relevant experience in Human Resources, Administration, or Finance. Experience in recruitment processes, payroll management, and HR administration is essential. Additional Notes: This position is a short-term contracted role at the General Services level (G4) with a full-time schedule.
