Job Overview:
The National Consultant for the Innovation Programme will play a crucial role in supporting the UNDP's initiatives aimed at fostering innovation within Sri Lanka. This position involves collaborating with various stakeholders to identify opportunities for innovative solutions that address pressing development challenges. The consultant will be expected to conduct thorough research, analyze data, and provide strategic recommendations to enhance the effectiveness of the innovation initiatives. The role requires a deep understanding of the local context, as well as the ability to engage with government entities, civil society, and the private sector to promote innovative practices. The consultant will also be responsible for developing and implementing project plans, monitoring progress, and reporting on outcomes to ensure that the objectives of the Innovation Programme are met.

Duties and Responsibilities:
The duties and responsibilities of the National Consultant include but are not limited to:
  • Conducting comprehensive assessments of the current innovation landscape in Sri Lanka, identifying key challenges and opportunities for development.
  • Collaborating with UNDP and local stakeholders to design and implement innovative projects that align with national development priorities.
  • Facilitating workshops and training sessions to build capacity among local partners and stakeholders in innovation methodologies.
  • Developing project proposals and concept notes to secure funding and support for innovation initiatives.
  • Monitoring and evaluating the impact of innovation projects, providing regular updates and reports to UNDP management.
  • Engaging with international best practices and adapting them to the local context to enhance the effectiveness of innovation efforts.
  • Building and maintaining relationships with key stakeholders, including government agencies, NGOs, and the private sector, to foster collaboration and knowledge sharing.

Required Qualifications:
The ideal candidate for the National Consultant position should possess the following qualifications:
  • A strong background in development studies, public policy, or a related field.
  • Proven experience in project management, particularly in innovation or technology-driven initiatives.
  • Excellent analytical and problem-solving skills, with the ability to synthesize complex information into actionable strategies.
  • Strong communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  • Familiarity with the socio-economic context of Sri Lanka and the challenges faced in promoting innovation.

Educational Background:
Candidates should have at least a Master's degree in a relevant field such as Development Studies, Public Administration, Business Administration, or a related discipline. A PhD or equivalent advanced degree would be an advantage, particularly for candidates with a focus on innovation and technology.

Experience:
The position requires a minimum of 5 years of relevant professional experience in development, project management, or innovation-related roles. Experience working with international organizations, particularly in the context of UNDP or similar agencies, is highly desirable. Candidates should demonstrate a track record of successfully implementing projects that promote innovation and collaboration among stakeholders.

Languages:
Fluency in English is mandatory, as well as proficiency in either Sinhala or Tamil. Knowledge of additional languages would be considered an asset, particularly in enhancing communication with local communities and stakeholders.

Additional Notes:
This position is offered as an Individual Contractor role, with a contract duration of 240 days spread over a 12-month period. The position is specifically open to Sri Lankan nationals, and submissions from organizations or individuals from other countries will not be considered. The consultant will be expected to work closely with UNDP Sri Lanka and adhere to the organization's policies and procedures. Compensation and benefits will be commensurate with experience and in line with UNDP standards.
