Job Overview:
The Malaria Specialist position is integral to the WHO's efforts in Sudan to combat malaria, which is recognized as a public health emergency. The role involves collaborating with the Government of Sudan and relevant stakeholders to significantly reduce the burden of malaria through strategic leadership and resource mobilization. The incumbent will be responsible for supporting the National Malaria Control Programme (NMCP) in planning, implementing, monitoring, and evaluating malaria prevention and control activities. This includes vector control initiatives, community awareness programs, and technical support to local health authorities. The position requires a deep understanding of malaria epidemiology and the ability to engage with various partners to enhance the effectiveness of malaria interventions in the country.

Duties and Responsibilities:
  • Provide support to the National Malaria Control Programme (NMCP) in planning, implementing, monitoring, and evaluating malaria prevention and control program activities as outlined in the country plan of action.
  • Support the implementation of vector control activities such as Long-Lasting Insecticidal Nets (LLIN), Indoor Residual Spraying (IRS), and larval source management.
  • Update local information to inform vector control and identify challenges to its effectiveness, such as insecticide resistance and residual parasite transmission.
  • Provide technical support to states and localities in implementing program activities, including early diagnosis, prompt and effective treatment based on symptoms, locating treatment facilities, and referring patients to those facilities.
  • Assist in the development of detailed work plans and initiate necessary actions for the implementation of various program components.
  • Assist NMCP with disease burden estimation, impact, and progress measurement of national control strategies.
  • Collaborate with all concerned government departments, cross-cutting programs, bilateral and voluntary agencies to facilitate the promotion of policies and exchange of information.
  • Coordinate with vector control sub-directorate and related partners, including technical working groups and expert committees, for supporting entomology and vector control activities.
  • Contribute to the preparation of progress reports for donor-funded projects, such as the Global Fund. 1
  • Perform any other related duties as assigned by the supervisor or WHO Representative.

Required Qualifications:
Essential: A university degree in a health science. Desirable: A Master's degree in Public Health or a relevant field. The candidate must possess a comprehensive understanding of malaria control strategies and the ability to apply principles of epidemiologic surveillance and operational research, particularly concerning vector-borne diseases. Strong analytical skills and the ability to communicate effectively with various stakeholders are also essential.

Educational Background:
Candidates must have a university degree in a health science, with a preference for those holding a Master's degree in Public Health or a related field. This educational background is crucial for understanding the complexities of public health initiatives and the specific challenges associated with malaria control.

Experience:
Candidates should have at least five years of relevant experience in disease control programs, with a strong emphasis on the design, implementation, or evaluation of control or elimination strategies for vector-borne diseases. Desirable experience includes working with the WHO or other international organizations, as well as a minimum of three years of experience specifically in malaria and large public health projects. Experience in vector control within humanitarian emergency situations is also advantageous.

Languages:
Essential: Expert knowledge of English and Arabic. These language skills are critical for effective communication with local stakeholders, government officials, and international partners. Desirable: Additional language skills may enhance the candidate's ability to engage with diverse communities and stakeholders.

Additional Notes:
This position is classified as a National Professional Officer role, meaning that only applications from nationals of Sudan will be accepted. The remuneration package includes an annual base salary starting at USD 68,565, subject to mandatory deductions for pension contributions and health insurance. Employees are entitled to 30 days of annual leave.
