Job Overview:
The AAP Officer position at UNICEF is crucial for supporting the mainstreaming of Accountability to Affected Populations (AAP) within the organization. The officer will work under the direct supervision of the AAP Programme Manager and will be responsible for the daily operations of various Complaints and Feedback Mechanism (CFM) channels. This role involves ensuring effective communication with the communities served by UNICEF, facilitating consultations, and responding to their needs and queries. The AAP Officer will also play a key role in the implementation of AAP activities across all pillars, focusing on the overall execution of the CFM system, which includes planning, coordination with stakeholders, capacity building, and ensuring that feedback mechanisms are functioning effectively. The position requires strong collaboration with different sections within UNICEF and with implementing partners to ensure that the feedback received is utilized to adapt programs and improve service delivery.

Duties and Responsibilities:
  • AAP Mainstreaming and Coordination for CFM: Lead the implementation of the CFM action plan, ensuring strong coordination across sections and stakeholders. Support the integration of AAP in design" style="border-bottom: 1px dotted #007bff !important;">program design, planning, and response, and contribute to AAP mainstreaming work with implementing partners. Coordinate AAP components under World Bank projects and maintain internal referral pathways and communication materials.
  • CFM Operations Management and Quality Assurance: Manage the full operation of the CFM with service providers, collaborating with the IM hub to design and oversee technology systems. Prepare and manage service-provider work plans, support day-to-day CFM operations, and conduct quality assurance through monitoring and satisfaction surveys.
  • Monitoring, Evidence Generation, and Learning: Draft the CFM results framework with KPIs, contribute to the development of monitoring tools, and support evidence generation and trend analysis to inform programming and advocacy.
  • Coordination and Case Management: Support capacity-building efforts for stakeholders based on CFM learnings, supervise project-based CFM Technical Consultants, and ensure effective integration of feedback into programmatic responses.

Required Qualifications:
Candidates must possess a Bachelor’s degree in political sciences, international affairs, human rights, international studies, development studies, IT/MIS/IM, or a related field. A minimum of 2 years of experience in AAP and CFM, particularly in setting up CFM systems and channels such as call centers, is required. Experience in UN or INGOs/NGOs and inter-agency coordination is essential, along with experience in various sectors such as protection, cash, emergency, and humanitarian programming.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in relevant fields such as political sciences, international affairs, human rights, international studies, development studies, IT/MIS/IM, or engineering-related disciplines. This educational foundation is critical for understanding the complexities of AAP and CFM systems and their implementation in humanitarian contexts.

Experience:
The position requires at least 2 years of relevant experience in AAP and CFM, specifically in establishing CFM systems and channels. Candidates should have experience working with UN agencies or NGOs, particularly in inter-agency coordination. Experience in programming across various sectors, including protection, cash, emergency, and humanitarian contexts, is also necessary.

Languages:
Fluency in English and Arabic is mandatory for this position. Knowledge of another official UN language, such as French, Spanish, or Russian, or the local language, is considered an asset. Proficiency in these languages is essential for effective communication and coordination with diverse stakeholders.
