Job Overview:
The Consultant for Border security" style="border-bottom: 1px dotted #007bff !important;">Security Training will be involved in a project titled 'Strengthening of Border Security in Kazakhstan', funded by the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL). This project aims to enhance the capacities of national authorities in Kazakhstan to improve border control management and combat trans-border crime. The Consultant will work closely with the IOM team to develop training materials and conduct training sessions focused on 'Travel document examination and secondary-line interviewing techniques'. The role requires a high level of expertise in border security and the ability to deliver effective training to law enforcement personnel. The Consultant will also be responsible for reporting on the training outcomes and participating in coordination meetings with IOM and local partners.

Duties and Responsibilities:
The Consultant will be responsible for the following tasks:
  • Develop comprehensive training materials for the 'Travel document examination and secondary-line interviewing techniques' trainings, including a detailed training program, PowerPoint presentations, entry and exit tests, and group exercises.
  • Assist in conducting two 5-day training sessions on the aforementioned topics, ensuring that the training is interactive and meets the needs of the participants.
  • Prepare a detailed report on the trainings conducted, including methodology, training activities, results, and analysis of entry and exit assessments.
  • Participate in relevant coordination meetings and exchanges with IOM Astana and Kazakhstan partners to ensure alignment and collaboration on project objectives.
  • Deliver high-quality results and meet the performance indicators set for the project, including the timely submission of training materials and reports.

Required Qualifications:
Candidates must possess a postgraduate degree in Law, Psychology, International Law, or related fields from an accredited institution, with at least eight years of professional experience in law enforcement or military educational institutions. Alternatively, a university degree in the same fields with at least ten years of relevant experience is acceptable. The ideal candidate should have extensive knowledge and expertise in border security, migration management, and training methodologies. Experience in developing training materials and conducting workshops is essential, along with a strong understanding of immigration and border governance.

Educational Background:
The educational background required for this position includes a postgraduate degree, preferably in Law or Psychology, with a focus on areas such as Migration Studies, criminal law, profiling, psychology, or border security studies. Candidates with a university degree in these fields must have a minimum of ten years of professional experience in relevant sectors. The educational qualifications should be from an accredited academic institution, ensuring that the candidate has a solid theoretical foundation to support their practical experience.

Experience:
The position requires a highly specialized individual with at least eight years of experience in conducting training for trainers in the field of Border Management and Profiling. Candidates should have demonstrated experience in developing training materials and a strong professional background in migration-related topics. Experience working with governmental and non-governmental institutions in Kazakhstan, particularly in the field of Immigration and Border Governance, is highly desirable. Previous experience in an international organization will be considered an advantage, as it indicates familiarity with global standards and practices in migration management.

Languages:
Fluency in English is mandatory, as all training materials and sessions will be conducted in English. Knowledge of Russian or Kazakh would be considered an asset, as it would facilitate communication with local stakeholders and participants during the training sessions. Proficiency in additional languages relevant to the region may also be beneficial, enhancing the Consultant's ability to engage with diverse audiences.

Additional Notes:
The consultancy position is subject to funding confirmation and will require the candidate to be medically fit for appointment. The Consultant will be responsible for their own medical insurance for non-occupational accidents or illnesses. IOM has a zero-tolerance policy regarding conduct that is incompatible with the aims and objectives of the United Nations and IOM.
