Job Overview: The position of Consultor/a en Economía Circular involves providing specialized technical support to the Urban Human Settlements Unit (UAH) in the development of a strategic urban land use strategy as part of the promotion of Circular Economy initiatives in the region. This role is linked to the Work Program under the CEPAL BMZ/giz cooperation project, specifically the Circular Economy Project (PEC) for the 2024-2026 phase. The consultant will work remotely and is expected to contribute significantly to the technical development of studies that adopt a circular economy perspective on urban property idleness in Latin America and the Caribbean, with a particular focus on cities and metropolitan areas. The consultant will collaborate closely with the UAH team and other project consultants to ensure the successful execution of the project objectives.
Duties and Responsibilities: Under the supervision of the Economic Affairs Officer of the Human Settlements Unit, the consultant will perform the following duties: • Contribute to the technical development of studies focusing on urban property idleness through a circular economy lens, particularly in Latin American and Caribbean cities. • Support the design, development, review, and consolidation of knowledge products related to the contract themes, including a publication to be presented at the XXXV General Assembly of MINURVI in 202
• Collaborate with UAH to create a work plan and design research methodologies. • Conduct research and analysis" style="border-bottom: 1px dotted #007bff !important;">technical analysis on project themes, including systematic literature reviews, analysis of planning instruments, local regulatory frameworks, and programs aimed at activating idle urban properties. • Evaluate the effectiveness and impacts of regulations and programs, and study public-private partnership models for mobilizing idle assets. • Coordinate activities of consultants and/or interns, ensuring methodological coherence and integration of technical contributions. • Plan and coordinate consultation processes and dialogue spaces with authorities and key stakeholders, preparing technical materials and systematizing inputs for incorporation into the study and final publication. • Prepare necessary chapters or reports to support the final publication. • Assist in the operational management and dissemination of the project, including organizing activities, monitoring timelines, coordinating with related UAH initiatives, and preparing communication materials about the study and its results. • Provide technical support to government entities related to the project theme, contributing specialized inputs and guidance based on identified needs.
Required Qualifications: A master's degree in areas such as public management, law, public policy, or related fields is required. The consultant must have at least 6 years of specific experience in public law within a Latin American country, preferably related to urban public policy, urban regulation, and/or urban financing. Previous experience with public-private partnerships in the urban context in Latin America is essential. Additionally, the consultant should have publications in the field of urban policy.
Educational Background: The educational background required for this position includes a master's degree in relevant fields such as public management, law, public policy, or similar disciplines. This advanced education is crucial for understanding the complexities of urban policy and the regulatory frameworks that govern urban development.
