Job Overview:
The Training Centre Supervisor is responsible for overseeing the development and implementation of programs, projects, and daily operations at the Training Centre. This includes managing financial, supply, transport operations, and ensuring the maintenance and security" style="border-bottom: 1px dotted #007bff !important;">security of the premises. The supervisor will also manage the development, delivery, and assessment of training programs in accordance with established curricula and timetables. The role requires strong representation of the Training Centre in various educational activities and maintaining partnerships with employers and stakeholders in the labor market. The supervisor will promote discipline and well-being among trainees, ensuring access to health services and recreational programming. Additionally, the supervisor will participate in budget preparation, manage enrollment processes, and oversee the administration of short-term training courses. The position demands leadership in recruitment and performance appraisal of staff, as well as guiding initiatives for greening and digital transformation within the TVET framework.

Duties and Responsibilities:
The Training Centre Supervisor will oversee the development and implementation of the Training Centre’s programs and activities, ensuring effective daily operations at both administrative and technical levels. Responsibilities include managing financial operations, supply and transport logistics, and the maintenance and security of the Training Centre’s facilities. The supervisor will also manage the development and assessment of training programs, participate in the design and evaluation of curricula, and recommend new courses based on identified needs. The role involves representing the Training Centre in conferences and workshops, maintaining partnerships with stakeholders, and submitting operational reports. The supervisor will promote trainee well-being, ensure access to health services, and lead the integration of inclusive education principles. Budget preparation and management, trainee enrollment processes, and supervision of residential arrangements are also key responsibilities. The supervisor will lead recruitment efforts, oversee performance appraisals, and guide the implementation of safety measures and training initiatives.

Required Qualifications:
Candidates must possess an advanced university degree from an accredited institution in educational administration or a related field. A Ph.D. in education or a related subject is required. For external candidates, proof of completion of a professional development program equivalent to that outlined in the UNRWA TVET In-Service Professional Development Framework is acceptable. Staff must complete the UNRWA TVET In-Service Professional Development program within three years of appointment, with a possible extension to four years under certain conditions. Candidates must also declare any affiliations that could impact their neutrality in performing duties for UNRWA.

Educational Background:
An advanced university degree from an accredited educational institution in educational administration or in one of the subjects taught at the Training Centre is required. A Ph.D. in education or a related subject is mandatory for this position. Additionally, candidates must provide proof of completion of a professional development program equivalent to the requirements for this post as outlined in the UNRWA TVET In-Service Professional Development Framework.

Experience:
Candidates must have at least seven years of progressively responsible relevant experience, including four years in an administrative or supervisory capacity within a TVET institution and three years of satisfactory teaching experience. The experience should demonstrate a strong understanding of the context of Palestine refugees and UNRWA operations. Candidates are also required to specify the number of staff members supervised in previous senior positions.

Languages:
English and Arabic are mandatory for this position, with a required proficiency level of UN Level III in reading, writing, listening, and speaking. French is also recognized as a working language of the United Nations Secretariat, but proficiency in French is not mandatory for this role.

Additional Notes:
This position is a Fixed Term Appointment for one year, including a one-year probation period, with the possibility of extension based on performance and funding availability. The monthly basic salary is JD 1156.600, with additional allowances including a Special Occupational Allowance (SoA) of 69.9% of the basic salary and a Supplementary Allowance (SPLA) of 10% of the basic salary. Other benefits include a monthly Provident Fund contribution, compulsory medical insurance, 30 days of annual leave, and dependency allowance if applicable. The position may require the incumbent to reside in the training centre compound, and possession of a valid driving license is necessary. The vacancy is open to internal candidates only, and preference will be given to registered Palestine refugees and candidates who assist in achieving gender parity.
