Job Overview: The Programme Manager for Youth Leadership Development will play a crucial role in implementing UNFPA's 8th Country Programme in Ghana, which spans from 2023 to 202
This position is integral to the pillar focused on youth empowerment and engagement, specifically managing the Youth Leaders (YoLe) program and other leadership development initiatives. The Programme Manager will assess national trends and challenges related to youth leadership, consult with various stakeholders, and recommend areas for assistance based on continuous data analysis. The role involves designing and delivering high-quality youth leadership development programs, preparing progress reports, and ensuring alignment with national priorities and UNFPA's goals. The Programme Manager will also be responsible for capacity building, advocacy, and resource management, ensuring that the youth leadership development initiatives are effectively implemented and monitored.
Duties and Responsibilities: The Programme Manager will have a diverse set of responsibilities, including:
Programme Leadership: Assessing national trends affecting youth leadership development, consulting with stakeholders, recommending assistance areas, designing youth leadership programs, and preparing financial progress reports.
National Capacity Development: Implementing strategies for youth leadership capacity building, providing technical and material support, and enhancing national capacities for monitoring and evaluation.
Partnership and Advocacy: Advocating for youth leadership development, promoting South-South cooperation, maintaining partnerships, and ensuring effective communication with government and donors.
Management of Resources: Supporting the Country Office in managing youth leadership programs, formulating annual work plans, mobilizing financial resources, and ensuring accountability in resource management.
Team Building: Establishing a harmonious working environment, fostering team motivation, and leading by example.
Additional Duties: Carrying out any other responsibilities as assigned by the Representative.
Required Qualifications: Candidates for the Programme Manager position should possess a strong understanding of youth leadership development, program management, and the ability to engage with diverse stakeholders. They should demonstrate integrity, commitment to UNFPA's mission, and the ability to embrace cultural diversity. Functional competencies include leveraging resources, building strategic alliances, delivering results-based programs, and effective communication. Core competencies involve achieving results, accountability, professional expertise, analytical thinking, teamwork, and impactful communication. Managerial competencies include providing strategic focus, engaging partners, leading and empowering teams, and making informed decisions.
Educational Background: A master's degree in social sciences, public health, international development, or a related field is required for this position. Candidates with a strong academic background in youth development, leadership, or program management will be preferred. Additional certifications in project management or related areas will be an asset.
Experience: The ideal candidate should have at least 5 years of relevant experience in program management, particularly in youth leadership development or related fields. Experience working with international organizations, government agencies, or civil society organizations is highly desirable. Proven track record in capacity building, advocacy, and partnership development will be advantageous.
Languages: Fluency in English is mandatory for this position. Knowledge of local languages spoken in Ghana will be considered an asset, as it will facilitate communication with local stakeholders and communities. Proficiency in French or other international languages may also be beneficial.
Additional Notes: This position is classified as a hardship category B and is a family duty station. The UN Volunteer will be based in Accra, Ghana, where the climate is tropical-hot and humid. The role may involve travel within the country for field visits and consultations.
