Job Overview: The Trade Intelligence and Negotiation Adviser (TINA) position is designed to enhance the capacity of policymakers, government agencies, and policy analysts in developing Asia-Pacific and African economies. The role focuses on understanding, negotiating, and implementing trade policy and facilitation measures, as well as regional integration strategies based on research evidence. TINA is an online tool developed by ESCAP to assist trade policymakers and researchers in conducting analytical tasks related to trade agreement negotiations. The tool automates many time-consuming tasks, allowing countries with limited resources to prepare effectively for negotiations. The position involves further enhancing TINA's functionalities, particularly in the area of trade data discrepancies, which are indicative of trade misinvoicing and illicit financial flows. The contractor will also support the implementation of projects aimed at building capacities in trade, investment, and enterprise development for sustainable development, particularly in collaboration with African member states to facilitate their participation in the African Continental Free Trade Area (AfCFTA).
Duties and Responsibilities: The contractor will be responsible for enhancing the trade discrepancy component in TINA, which includes developing a prototype of a price filter method for trade data discrepancies, incorporating tax revenue implications, and ensuring the functionality is available for testing and feedback. The contractor will also publish input q in the live environment, create a dedicated page for tariff simulation scenarios, enhance tariff simulation features, and integrate alternative sources for trade and tariff data. Additionally, the contractor will create an online password-protected data entry form for agreements under negotiation, display a summary page of agreements, and develop an interface for users to specify complex simulation scenarios. The contractor will ensure that all outputs are published in the live environment following testing and feedback, and will update tariff data with clear indications of sources. The overall objective is to streamline trade data analysis and enhance the capabilities of policymakers in trade negotiations.
Required Qualifications: The position requires a Bachelor's degree in Computer Science or a related field. Candidates must have at least five years of relevant work experience in trade policy, data analysis, or a related area. Proficiency in SQL, NodeJS, JQuery, JavaScript, and PHP is essential. Candidates should also provide portfolios demonstrating their relevant experience and skills. Strong analytical and problem-solving abilities are necessary to effectively contribute to the enhancement of TINA and its functionalities.
Educational Background: Candidates must possess a Bachelor's degree in Computer Science or a related field.
