Job Overview: The Consultant will play a crucial role in providing data processing and GIS-based analytical support for key analytical products related to energy and agriculture sectors in pilot countries. The position involves developing methodologies and analytics from gathered data, conducting capacity development training, and liaising with stakeholders to build disaster and climate resilience. The Consultant will facilitate analyses for upcoming committees, prepare technical reports, policy papers, and training materials, and organize workshops to disseminate findings and enhance institutional capacities. The overarching goal is to support countries in managing climate and disaster risks effectively, thereby contributing to long-term resilience in food and energy systems.
Duties and Responsibilities: The Consultant's duties include:
Developing methodologies and analytics for the energy and agriculture tool for pilot countries.
Conducting capacity development training and workshops on disaster and climate resilience.
Facilitating analyses for Energy and IDD Divisions.
Preparing technical reports on risk assessment for loss and damage in energy and agriculture sectors.
Drafting policy papers summarizing future risks and adaptation methods for Bhutan and Laos.
Creating training materials for workshops and liaising with stakeholders.
Preparing a final draft on technical methodology papers regarding damage and loss in the energy sector.
Organizing a 1.5-day workshop in Mongolia, finalizing the energy sector tool for soft launch.
Preparing training materials for workshops, including training on the Risk and Resilience Portal.
Required Qualifications: The position requires a Master’s or PhD degree in Disaster Management, Geospatial Data Analytics, Engineering, or a related field. Candidates should have a minimum of 3 years of extensive quantitative and qualitative research experience in disaster management and disaster risk reduction. Strong knowledge and experience in disaster risk management, disaster information management, and policy issues are essential. Candidates must possess excellent analytical and organizational skills, as well as technical knowledge in multi-hazard risk spatial data analysis for the Asia-Pacific region. Proficiency in producing maps in compliance with United Nations GIS standards is also required.
Educational Background: Candidates must hold a Master’s or PhD degree in a relevant field such as Disaster Management, Geospatial Data Analytics, or Engineering. This educational background should be complemented by practical and theoretical experience in disaster management and risk reduction, ensuring that the candidate is well-equipped to handle the complexities of the role.
Experience: The Consultant should have a minimum of 3 years of relevant experience in disaster management and disaster risk reduction, with a strong emphasis on both quantitative and qualitative research methodologies. This experience should include practical applications of data analytics and GIS in the context of disaster risk management, as well as familiarity with the specific challenges faced in the Asia-Pacific region.
Languages: A strong command of English is mandatory for this position, as effective communication is essential for successful implementation of the work. Candidates should be able to write research plans and deliver research and working papers in English. Proficiency in additional languages relevant to the Asia-Pacific region may be considered an asset but is not mandatory.
