Job Overview:
The position of Senior Professional in Human Dimension Activities involves overseeing and managing projects related to the human dimension, which includes issues such as human rights, penitentiary reform, and democratization. The incumbent will be responsible for assessing and reporting on human dimension issues, contributing to the strategy and resource allocation for the Human Dimension Activities programme, and ensuring compliance with OSCE regulations. This role requires a deep understanding of international human rights law and the ability to work collaboratively with various stakeholders, including government officials and civil society organizations. The position demands strong analytical and communication skills, as well as the ability to work under pressure and manage multiple projects simultaneously. The successful candidate will play a crucial role in supporting the host state in fulfilling its human dimension commitments and will be expected to represent the OSCE in various forums.

Duties and Responsibilities:
The incumbent will be tasked with a variety of responsibilities, including: assessing and reporting on human dimension issues, drafting background reports, contributing to the OSCE's regular reporting, defining strategies for the Human Dimension Activities programme, overseeing developments related to human rights and penitentiary reform, advising on project development and implementation, ensuring compliance with OSCE regulations, monitoring and reporting on project progress, arranging events and visits for OSCE delegations, maintaining communication with local and international stakeholders, representing the OSCE in external forums, and performing other duties as required by the Head of Human Dimension Department. The role also includes supervising four National Officers within the department and ensuring effective collaboration with other departments and stakeholders.

Required Qualifications:
Candidates must possess a first-level university degree in law, political science, international relations, human rights, or a related field. Additionally, they should have a minimum of six years of relevant professional experience in international human rights or civil society, with a strong background in project management and implementation. Knowledge of international human rights law and legal procedures is essential, along with demonstrable organizational, analytical, communication, and interpersonal skills. The ability to work effectively in a multicultural environment and maintain impartiality is also crucial for this role.

Educational Background:
The educational requirement for this position is a first-level university degree, which can be a Bachelor's degree or equivalent, in fields such as law, political science, international relations, or human rights. This educational background is essential for understanding the complexities of human rights issues and the legal frameworks that govern them.

Experience:
Candidates should have at least six years of progressively responsible professional experience in relevant fields, such as international human rights, civil society, or legal organizations. This experience should include project management, implementation, and monitoring, particularly in areas related to the rule of law and human rights. Previous experience in penitentiary reform is desirable, as is familiarity with regional political developments in Central Asia.

Languages:
Fluency in English, both oral and written, is mandatory for this position. A working knowledge of Russian is also required, as it is essential for communication within the region and with various stakeholders. Knowledge of additional languages may be considered an asset but is not mandatory.
