Job Overview: The Economic and Environmental Activities Programme Leader will be responsible for leading the Economic and Environmental Activities programme at the OSCE Programme Office in Bishkek. This role involves overseeing all aspects of the programme, including strategic planning, resource allocation, and project implementation. The incumbent will provide support and advice to senior management on issues related to economic governance, environmental protection, and regional development. The position requires strong leadership skills, the ability to manage diverse teams, and a commitment to the principles of good governance and sustainable development. The Programme Leader will also engage with local and international stakeholders to advocate for the fulfilment of economic and environmental governance commitments.
Duties and Responsibilities: The incumbent will perform a variety of functions, including but not limited to: leading the Economic and Environmental Activities programme, providing strategic direction and resource management; overseeing the development and implementation of governance projects; ensuring compliance with the OSCE’s Common Regulatory Management System; monitoring and reporting on project progress; arranging OSCE events and seminars; supervising programme staff; maintaining communication with stakeholders; representing the OSCE in external engagements; and performing additional duties as required by the Head of Programme Office and Deputy Head of Programme Office.
Required Qualifications: Candidates must possess excellent physical condition, a valid automobile driving license, and the ability to drive a manual transmission vehicle. They should have experience in economics, business development, governance, regional planning, or environmental protection. Strong communication, interpersonal, and analytical skills are essential, along with a good understanding of OSCE principles. A certified training course in a relevant field is desirable, and candidates should demonstrate cultural sensitivity and the ability to work in diverse environments.
Educational Background: An advanced (second-level) university degree in economics, regional planning and development, environmental studies, natural science, or related fields is required. A first-level university degree combined with two years of additional qualifying experience may be accepted in lieu of the second-level degree. Candidates should also have completed relevant training courses to enhance their qualifications.
Experience: A minimum of six years of relevant, diversified, and progressively responsible professional experience is required, including at least three years at a management level relevant to the position. Experience in project management, particularly in economic and environmental governance, is essential. Previous international work experience, especially in field operations within the Commonwealth of Independent States (CIS), is highly desirable.
Languages: Professional fluency in English, both oral and written, is mandatory. A working knowledge of Russian is also required. Knowledge of additional languages may be considered an asset, enhancing communication with diverse stakeholders.
Additional Notes: This position is classified as an international secondment with a fixed-term contract. The job level is middle management, and it is a full-time role.
