Job Overview:
The Learning Measurement Officer will play a critical role in enhancing the quality and equity of education for displaced learners, particularly in refugee settings. This position is essential for understanding the learning outcomes of refugee children and ensuring that educational programs are effectively tailored to meet their needs. The officer will be responsible for coordinating and supporting learning assessment activities across various refugee education programs, providing technical guidance, and ensuring that assessments are aligned with national and global standards. The role will involve working closely with country operations, regional bureaus, and global education teams to promote the use of assessment results for continuous improvement in educational programming and policy advocacy. The officer will also contribute to the development of evidence-based strategies that address the unique challenges faced by refugee learners, including interrupted schooling and language barriers.

Duties and Responsibilities:
The Learning Measurement Officer will have a comprehensive set of duties and responsibilities, including:
  • Coordination of Baseline Assessment: Supporting country teams in designing and implementing learning assessments, providing technical input on assessment tools, and ensuring alignment with national systems and global standards.
  • Capacity Building and Technical Support: Developing guidance materials and training modules, facilitating workshops and webinars, and providing ongoing technical support to enhance the capacity of local teams.
  • Data Quality and Ethical Compliance: Ensuring ethical standards in assessment design and data use, monitoring data quality, and promoting inclusive and culturally sensitive practices.
  • Analysis and Reporting: Ensuring the quality of learning data analysis to identify trends and gaps, contributing to reports and strategic communications, and supporting the development of dashboards and visualizations.
  • Knowledge Sharing and Learning: Documenting and disseminating lessons learned, facilitating cross-country learning and peer exchange, and contributing to global initiatives and partnerships.
  • Monitoring and Progress Controls: Delivering key outputs, aligning work plans with reporting requirements, engaging stakeholders, ensuring compliance with ethical standards, and documenting lessons learned.

Required Qualifications:
Candidates must possess a degree, preferably a Master’s or equivalent, in Education, Social Sciences, International Development, or a related field. Additionally, a minimum of six years of professional experience at both national and international levels in quality education program development, management, coordination, monitoring and evaluation (M&E), and advocacy is required. Candidates with a Bachelor’s degree must have at least six years of relevant experience, while those with a Master’s degree need five years, and those with a Doctorate require four years. Experience in learning assessment, education research, or monitoring and evaluation is essential, along with a demonstrated understanding of social-emotional learning (SEL) and its contribution to education.

Educational Background:
The educational background required for this position includes a degree in Education, Social Sciences, International Development, or a related field. A Master’s degree is preferred, as it provides a deeper understanding of the complexities involved in education and development, particularly in refugee contexts. Candidates with advanced degrees will be better equipped to handle the challenges associated with learning assessments and educational program development.

Experience:
The position requires a significant level of experience, specifically a minimum of six years in relevant fields. This experience should encompass quality education program development, management, coordination, and advocacy at both national and international levels. Candidates should have a proven track record in learning assessment and education research, as well as experience working with forced displacement issues, particularly concerning refugee children and youth. The ability to communicate effectively and coordinate activities with multiple stakeholders is crucial, as is the capacity to work independently in a fast-paced environment.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization. Knowledge of French or other UN languages is considered an asset and may enhance the candidate's ability to engage with diverse teams and stakeholders across different regions.

Additional Notes:
This position is remote, allowing for flexibility in work location. However, the selected candidate will be expected to adhere to the working hours and time zone of Copenhagen (Central European Time) to ensure full participation in team meetings and collaborative efforts.
