Job Overview: The Field Support & logistics-officer" style="border-bottom: 1px dotted #007bff !important;">Logistics Officer will play a crucial role in supporting the Vanuatu Community-Based Climate Resilience Project (VCCRP) by conducting procurement activities that align with donor and partner standards. This position involves navigating complex government finance and procurement procedures, contributing to project procurement planning, and assisting with contract administration. The officer will engage with the Vanuatu Central Tenders Board (CTB) and establish preferred supplier agreements with provincial suppliers across Vanuatu. The role also includes logistics coordination to ensure the smooth execution of project activities. The consultancy spans 12 months, during which the officer will be responsible for a variety of deliverables that will evolve as the project progresses. Duties and Responsibilities: The Field Support & Logistics Officer will be responsible for a comprehensive set of duties including:
Leading the establishment of preferred supplier contracts with various suppliers in the VCCRP target Area Councils.
Mentoring VCCRP Area Council Officers to empower them to conduct preferred supplier contracting processes independently in the future.
Supporting the Procurement Manager and Procurement Officer with all procurement-related activities from the initial request to final delivery.
Providing assistance to all sub-national VCCRP staff to troubleshoot procurement and logistics challenges in consultation with the Procurement Manager and Project Management Unit (PMU).
Following up with implementation departments to ensure timely submission and execution of procurement requests.
Coordinating logistics for project events led by the PMU.
Contributing to high-quality procurement tracking and monitoring to ensure compliance and efficiency in project operations.
Required Qualifications: Candidates must demonstrate a strong background in Supply Chain Management, Logistics, or Procurement, particularly within the context of Vanuatu. Essential qualifications include experience working with government finance or procurement systems, excellent planning and coordination skills, and strong analytical abilities. Effective communication and supplier engagement skills are crucial, along with a proactive attitude and the ability to work independently. Experience in procurement within donor-funded, government, or community development sectors is highly desirable, as is operational or programming experience in multi-location programs.
Educational Background: A relevant degree in Supply Chain Management, Logistics, Business Administration, or a related field is preferred. Candidates with equivalent professional experience in procurement or logistics may also be considered. Continuous professional development in procurement practices and supply chain management is advantageous.
Experience: The position requires demonstrated experience in Supply Chain Management, Logistics, or Procurement, specifically within the context of Vanuatu. Candidates should have a proven track record of working with government finance or procurement systems, as well as experience in donor-funded or community development sectors. Operational or programming experience in multi-location programs is also beneficial, as it indicates the ability to manage complex logistics and procurement challenges effectively.
Languages: Fluency in Bislama is mandatory for this position, as it is essential for effective communication within the local context. Proficiency in English is also required, as it is the primary language for documentation and reporting. Additional Notes: This consultancy role is based in Vanuatu, and candidates must have the right to work in the country, as no working visa will be provided. The position requires regular travel to all six provinces, with extended periods of several weeks in the field. A Working with Children Check and a National Police Check are mandatory for employment, along with compliance with safeguarding policies. A valid Driver’s License is required, and the organization will provide necessary assets such as a laptop. The role is full-time for the duration of the consultancy, which spans 12 months.
