The position is located within the Policy Coordination Unit of the Programme Planning and Budget Division (PPBD) of the Office of Programme Planning, Finance and Budget (OPPFB) in the Department of Management, Strategy Policy and Compliance (DMSPC). The PPBD is dedicated to maintaining high standards in budget preparation and presentation, emphasizing a results-based approach to budgeting. The unit supports the Controller in ensuring accountability for financial resources provided by Member States. Job Overview:
The Chief of the Policy Coordination Unit is responsible for overseeing the preparation and revision of the programme plan based on departmental submissions, ensuring that legislative mandates are accurately reflected in programme budgets. This role involves proactive support for intergovernmental and expert bodies during the review process to facilitate the approval of the programme plan by the General Assembly. The Chief will also coordinate budget submissions, review cost estimates, and provide guidance on financial management policies. The position requires a strategic approach to budget administration, ensuring expenditures remain within authorized levels and overseeing the preparation of budget performance reports. The Chief will also be responsible for formulating and implementing the substantive work programme of the Unit, managing activities, and ensuring compliance with United Nations policies and procedures.

Duties and Responsibilities:
The Chief of the Unit will undertake various responsibilities, including: planning, organizing, and managing the preparation of the programme plan; coordinating budget submissions from managers; reviewing and finalizing budget proposals; managing allotments and appropriations; monitoring expenditures; overseeing budget performance reports; providing business support for budget modules; formulating the work programme of the Unit; ensuring timely execution of activities; acting as the focal point for audit issues; creating documents and reports related to programme budgets; advising and training Secretariat staff on budgetary policies; participating in inter-departmental meetings; preparing reports for intergovernmental bodies; reviewing budgetary policies; ensuring the integrity of financial systems; representing the Secretary-General in meetings; and managing staff and work programmes.

Required Qualifications:
Candidates must possess advanced conceptual and analytical skills, a deep understanding of financial and budgetary principles, and the ability to apply relevant rules and regulations. They should demonstrate knowledge of budget development, financial administration, and the ability to provide authoritative advice to senior managers. The ideal candidate will have the ability to draft comprehensive budget documents, possess knowledge of International Public Sector Accounting Standards, and show a commitment to gender perspectives in their work.

Educational Background:
An advanced university degree (Master's degree or equivalent) in business or public administration, finance, or a related field is required. Alternatively, a first-level university degree (Bachelor's degree or equivalent) combined with two additional years of relevant work experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of ten years of progressively responsible experience in budget, finance, business administration, or a related area is required. Candidates should have at least five years of experience managing complex results-based budgets in a large international organization, guiding diverse client offices in budget methodologies, and presenting results-based budgets to intergovernmental bodies. Experience in audit matters and guiding offices on ERP budget modules is also required, with additional experience in preparing reports for intergovernmental bodies being desirable.

Languages:
English is the required working language for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is also a working language of the United Nations Secretariat, but there are no specific desirable languages for this position.
