Job Overview:
The Senior Supply Chain and Quality Improvement (QI) Advisor plays a crucial role in the EpiC RDC project, which aims to enhance the availability and rational use of vital inputs in maternal, neonatal, and child health (MNCH), nutrition, and malaria. This position is responsible for ensuring that essential health commodities are available and utilized effectively within the targeted health zones. The advisor will oversee the strategic management of the supply chain for essential inputs, including medicines and health supplies, while coordinating with national partners and technical entities. The role also involves supporting planning, distribution, stock monitoring, and addressing shortages in health zones, while building local capacity in logistics management. The advisor will develop and implement a Continuous Quality Improvement (CQI) strategy for the project, ensuring that interventions meet national and international standards and that improvement mechanisms are institutionalized for sustainable ownership by health authorities. The primary goal is to ensure that EpiC's technical assistance translates into continuous availability of vital inputs in health facilities, enhancing local capacities to maintain these standards beyond the project's lifespan and achieving measurable improvements in integrated service quality.

Duties and Responsibilities:
The Senior Supply Chain and QI Advisor will be responsible for the following key duties:
  • Strategy and Methodology for Quality Improvement: Participate in meetings for quantifying and forecasting needs for inputs in MNCH, nutrition, and malaria. Design and implement strategies for capacity building at health facilities and provincial health divisions to ensure sustainable autonomy. Develop a technical plan for Continuous Quality Improvement (CQI) for all vital interventions.
  • Implementation and Mentoring: Train healthcare providers and pharmacy managers on rational use of medicines, stock management tools, and distribution protocols. Provide specialized training and coaching to field teams and provincial health division staff on CQI principles and methodologies. Assist health structures in establishing clear performance and quality benchmarks for priority services.
  • Monitoring, Measurement, and Sustainability: Establish a system for monitoring stock availability and shortages in targeted health facilities. Coordinate corrective actions in case of stockouts or distribution delays. Collaborate with the Senior SI Advisor to develop robust quality indicators and analyze CQI data to identify bottlenecks. Focus on transferring CQI skills and methodologies to provincial health division staff to institutionalize quality improvement practices within the health system. Document successes and lessons learned for reporting to the Department of State, demonstrating the added value of CQI in achieving efficiency and quality objectives.

Required Qualifications:
Candidates must possess a university degree, with a Master's degree preferred, in Public Health, Quality of Care Management, Medicine, or a relevant clinical/administrative field. A minimum of 8 years of professional experience in implementing and leading Continuous Quality Improvement (CQI) programs for donor-funded health projects is required. Candidates should have a solid practical knowledge of CQI models and specific experience in improving the quality of MNCH, malaria, or HIV services. Excellent training, facilitation, and mentoring skills are essential, along with data analysis capabilities for measuring clinical performance. The ability to align CQI efforts with system strengthening and sustainability objectives is also crucial.

Educational Background:
A university degree is required, with a Master's degree in Public Health, Quality of Care Management, Medicine, or a relevant clinical/administrative field being highly desirable. This educational background ensures that candidates have the necessary theoretical knowledge and practical skills to effectively contribute to the project's goals.

Experience:
Candidates should have a minimum of 8 years of relevant professional experience, particularly in the implementation and leadership of CQI programs within health projects funded by donors such as the US Government, PEPFAR, or the Global Fund. This level of experience is critical to ensure that the advisor can effectively manage the complexities of health service delivery and quality improvement in the context of the Democratic Republic of the Congo.

Languages:
Fluency in French, both written and spoken, is mandatory for this position. Proficiency in English is considered a significant asset, as it enhances communication with international partners and stakeholders involved in the project.
