Job Overview:
The Roving Finance Manager position is crucial for ensuring the financial health and stability of DRC's operations in the designated countries. This role involves frequent travel and a country focus, where the manager will oversee financial activities and ensure compliance with DRC procedures and guidelines. The Finance Manager will contribute to the development of country strategies, translating them into actionable plans and daily tasks. This position requires strong leadership skills to manage and develop the finance team, ensuring they are equipped to handle their responsibilities independently while fostering a culture of accountability. The role also involves providing technical guidance to country operations and managing finance activities remotely, ensuring that all financial tasks are executed efficiently and in compliance with relevant regulations.

Duties and Responsibilities:
The Roving Finance Manager will have a wide range of responsibilities, including:
  • People Management: Leading and managing the finance team, including planning, performance management, staff development, and exit management.
  • Financial Management and Planning: Overseeing the finance department, providing training and support to finance staff, ensuring compliance with financial management guidelines, and delivering quality financial reports to donors.
  • Systems Improvement and Compliance: Ensuring the effective use of DRC Dynamics and improving internal controls in line with DRC’s Operations Handbook.
  • Reporting and Analysis: Leading monthly reviews of project expenses, preparing ad hoc reports for senior management, and developing risk management plans.
  • Accounting: Reviewing financial data entries, ensuring compliance with payment requests, and managing payroll and invoices. The Finance Manager will also be accountable for achieving DRC’s strategic goals and making significant decisions regarding the finance unit's operations.

Required Qualifications:
Candidates must possess a strong background in financial management, with at least 10 years of experience in the field, including a minimum of 5 years in senior leadership roles within international organizations. They should demonstrate strong financial management skills, knowledge of international humanitarian organizations, and experience in managing multi-million portfolios with complex donor requirements. Proficiency in diverse accounting software, particularly Microsoft Dynamics, is preferred, along with advanced Excel skills for financial data analysis. Candidates should also have excellent written and oral communication skills in English and a collaborative approach to work.

Educational Background:
A Master’s degree in finance, business administration, accounting, or a related field is required, along with a professional certification in accounting. This educational background is essential for understanding the complexities of financial management in a humanitarian context and for ensuring compliance with international financial regulations.

Experience:
The ideal candidate should have over 10 years of experience in financial management, with at least 5 years in senior leadership roles. Experience in managing dispersed finance teams across multiple locations is crucial, as is a track record of capacity building in finance staff. Candidates should also have direct experience managing large portfolios with complex donor requirements and a proven ability to achieve high targets in challenging environments.

Languages:
Fluency in English, both spoken and written, is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly in regions where DRC operates, but English is the primary language of communication within the organization.

Additional Notes:
The contract for this position is for 12 months, with the possibility of renewal. It is classified as an Expat/National contract and is a management position. The role is non-accompanied, meaning that the successful candidate will not be accompanied by family members. The designated duty station will be based in either Nairobi, Kampala, or Hargeisa, with a start date of February 1, 202
