Job Overview: The Social Policy Officer for Data and Management Information Systems (MIS) will report to the Social Policy Specialist in the Mali Country Office. This role is critical in managing, processing, and analyzing personal data related to social protection programs. The officer will provide technical assistance for the Unified Social Registry and develop and deploy MIS for social protection initiatives. The position requires a strong understanding of data management and the ability to operate effectively in a complex environment characterized by humanitarian crises and social challenges. The officer will work on key thematic areas such as early childhood development, adolescents and youth, and climate change, contributing to impactful results across various programmatic sectors.
Duties and Responsibilities:
Manage and process personal data related to social protection programs.
Analyze data to inform decision-making and improve program outcomes.
Provide technical assistance for the development and implementation of the Unified Social Registry (RSU).
Experience with mobile data collection applications like OpenDataKit Suite (ODK) and Kobo Toolbox.
Familiarity with GIS software such as ArcGIS and online applications.
Experience using Application Programming Interfaces (APIs) and online data consolidation servers.
Educational Background: Candidates must possess a university degree in relevant fields such as Information Systems Management, Information Technology, or Computer Science. This educational background is essential for understanding the technical requirements of the role and effectively managing data systems.
Experience: The position requires a minimum of 2 years of relevant work experience, particularly in managing personal data and overseeing software implementations. Candidates should have a solid understanding of technical requirements and experience with various data management tools and applications.
Languages: Fluency in French is mandatory, along with a good working knowledge of English. Knowledge of another official UN language or a local language is considered an asset, enhancing communication and collaboration in the diverse environment of UNICEF.
